Somewhere along the wide, palm-lined streets just north of Naples, Felipe Santos vanished.
He disappeared without warning on a Tuesday morning, on his way to work.
Santos and two of his brothers were driving to a construction job, about 6:30 a.m., when his white Ford struck another car beside the Green Tree Shopping Center.
Damage was minor. No one was hurt.
A Collier County deputy arrived at the scene and wrote up Santos for driving without a license, not having insurance and careless driving.
The deputy put Santos in a patrol car and drove away. Later that day, Santos' construction foreman contacted the Collier County jail so his brothers could bail him out.
But Santos wasn't in the jail. He never had been.
Has anyone seen my son?
It was a letter to the editor, published in the Naples Daily News.
The letter came from a woman named Marcia Bugg, who told a sad story. On Jan. 12, 2004, her son Terrance Williams, who was 27, was driving a white Cadillac north of Naples, without a valid driver's license, insurance or registration.
A Collier County deputy stopped him.
"Cpl. Steven Calkins searched him and put him in the back of his vehicle and drove him somewhere!" Bugg wrote.
"He has not been seen or heard from since."

This reminds me of a case of a state trooper in San Bernadino county in the early eighties where a woman was pulled over for a traffic violation and later turned up raped and murdered. The state trooper was tried twice in San Bernadino county and both trials ended in hung juries. He was finally brought up on Federal civil rights violation charges and convicted and sentenced to life in prison.
I wonder if the FBI is aware of this-I think I'll drop them a line and inquire...

State Trooper in Minnessota in the 80's did the same thing...confessed to killing Blue Earth Doe...
Years ago a California Highway patrol officer in San Diego, raped and killed a young woman. He had also raped several others. He got 25 years to life....It's rare, but it does happen. That's why they have the term, 'dirty cop.'

Thanks for dropping the FBI a line. This matter should be looked into by another agency. There is definitely something wrong here, IMO.

I had the pleasure of knowing the Crime Scene investigator who assisted in putting Schaefer away.

mysteriew - the whole thing sounded almost unbelievable. I read the whole article you posted, and it's just mind-boggling. It seems clear Calkins killed or delivered both of those men somewhere evil. And yet, it seems like no one really has been able to solve it. I understand the illegal alien - when they go missing, they are SOL. Illegal aliens go missing and somehow no one really cares. But the other one, Terrence Williams . . . That's TWO for Calkins, who he's just sort of "lost".
Good God. His quotes are disturbing, too. I wonder how many others have disappeared at his hands that no one knows about.

Chattanoogan Terrance Williams disappeared nearly two years ago in Florida, and police still have no leads in his case.
His mother has returned to Chattanooga in hopes of raising money to help find him.
In 2002, Chattanooga Native Terrance Williams moved to Naples, Florida to live closer to his mom, Marcia.
Marcia Bugg - Terrance's Mother "For the most part Terrance was so laid back. he's just a cool guy."
On January 12-th 2004 Collier County Sheriff's Deputy Steve Calkins stopped Terrance because his cadillac was having problems.
Marica Bugg "According to witnesses he was put into the back of a patrol car and the cop drove off."
Marcia says Deputy Steven Calkins claimed he dropped Terrance off at this Circle K.
That was the last time anyone saw Terrance.
We've called all of his friends from seattle, family members to Middle Tennessee.
His mom became worried after learning that same deputy was last seen with a missing Mexican Migrant worker named Felipe Santos.
FBI agents and local law enforcement in Florida investigated the disappearances of both men, but they remain tight lipped about what they've learned.
Deputy Calkins was fired for lying about the cases.
Marcia Bugg - Mother "I just knew, I just knew that something was wrong with my son."
Marcia started walking the streets of Naples, Florida letting everyone know her son is missing.
She even comes back to Chattanooga frequently to post missing posters of Terrance.
Allison Braxton - Reporting "So to keep Terrance's memory alive the Saint Paul AME church is hosting a benefit, in hopes of raising enough money to put Terrance's picture on a billboard back in Naple's Florida. Terrance's mom says she just wants to know what happened to her son."
For somebody to come forward and just tell us something do I believe that terrance is still alive, no a mother knows. Eventually the truth is going to come out.
We contacted the Collier County Sheriff's Department about the latest in the investigation, but they have not returned our phone calls.
The benefit for Terrance Williams will be held Saturday night at six at Saint Paul AME church on Williams Street.

Terrance has several tattoos on his body. He has a "T" above the left chest, "ET" on the right shoulder and "Terrance" on left forearm in red with blue highlights. He has a gold crown with the letter "T" on the upper right tooth and the other upper front tooth is solid gold. He also has a vertical scar on his right shoulder and a dark birthmark on the right side of his abdomen.
Terrance was last seen wearing a short sleeve shirt, blue jeans and Timberland boots. He was wearing diamond earrings and a watch with a silver band. The face of the watch is surrounded by white stones.

His stories started out the same....then he changed them. The missing men are a black man and a Mexican man. I think this cop probably thought no one would notice that they were missing. Little did he know that they have families who love them.
The cop failed lie detector tests....lied in his statements but says he told the truth...lied to the dispatcher...lied to everyone. They fired him so they believe he is involved in the disappearance of the two men. They checked his car but a cop probably rarely murders someone in their vehicle. He probably took them out in the country somewhere and shot them. I wonder what his log for those two days says...course he could say he was anywhere when he called in and be miles from where ever he said.

So he was involved enough to be fired over it, but not enough evidence to be prosecuted?

Sounds like there may have been 2 bad apples in that barrel but at the least someone should be looking into all his past activities. Sounds like a serial killer may have donned a uniform as a hunting license.

NAPLES — It’s been five years since Marcia Williams last spoke with her son.
It’s been half a decade since they last went to a movie together; half a decade since she last took him out to eat. It’s been five years since Terrance Williams last joked with his mother while they were at the mall that he couldn’t be seen with her, lest the other girls think she was his girlfriend.
“You know, some days are good, and some days I just can’t shake it,” Marcia Williams, 49, said. “I can’t shake it for nothing in the world. I can’t let go of it.”
Monday is the five-year anniversary of the day Terrance Williams disappeared -- poof -- vanishing into thin air.

Wow. I just watched Terrance's story on Disappeared. I hadn't heard of his case previously, so I was shocked at the end to find out that Calkins was never arrested or charged, especially in light of Felipe Santos vanishing exactly the same way a few months earlier (right down to allegedly being dropped off at the same Circle K). There were just so many documented inconsistencies and flat-out lies... I got the chills listening to his taped phone calls with dispatch. I literally felt sick to my stomach when he called dispatch back to run a background check on Terrance 20 minutes after calling to say that the vehicle was abandoned and he hadn't made contact with the driver. I hope the show brings in some new leads, these two men deserve justice.

BTW, https://identifyus.org/en/cases/564 lists a t-shirt with a phone # for Pravco (727)368-0800. This is Pinellas Co and there is not a pravco listed in all of Fl on sunbiz, the phone# is a private residence googling.
There is a Pravco in NJ that's ph# is732-388-0800 They install solar panels and heir subcontracters/contracters. It is also possible that they got the # wrong from the tee shirt because of decomposition of the shirt.# is simular.

They could be wrong you never know. I actually got a response from a detective on another case that told me they can tell aprox time frame from soft tissue still being in the skull. This may be the case or not. It never hurts to submit to the detective handling either case.

Yes, they said it was found about a mile from where Felipe was last seen and that preliminary tests had ruled him out but that DNA was being checked. That was in 2011 though - taking a long time to check the DNA!

I'm checking the wayback machine for evidence of a Pravco in Pinellas County. The area code is Pinellas and the exchange is south Pinellas, likely St. Petersburg.
This case rivets me. I love Disappeared, but this is the first one in awhile to compel me to want to get involved. I'd happily volunteer time on a search as I live up in Pinellas. It'd be a half day's drive, but if anything ever gets organized again I'd be there.
It's galling to me that no charges were filed, but I get that. What I don't get is the lack of probable cause cited. Surely a judge would issue a warrant based on those reports and those lies, the failed poly and the inconsistent interview. I know they want to appear unbiased, but surely a layperson would have his house searched six ways to Sunday. I know there was a signed document saying they wouldn't press charges based on the one interview, but surely that didn't apply to all subsequent interviews.

Sunbiz.org would show corporations in Florida atleast back to the 60's. It shows one's not in business anymore also. The phone # is so close to Pravco in NJ it's unreal. I think LE should look at the shirt again. If the remains where there for sometime weather/and other conditions could have caused some deterioration to the shirt.

I had somehow missed the post that pointed out the similarity of the telephone numbers. I wonder if the NJ Pravco had any big contracts in S Florida. Was there any history of Felipe living in the NE? I didn't think so. It's hard to say. Immolakee is about as economically depressed as you get. That shirt could have been donated and distributed to the workers. They do have a lot of people working on their behalf.
I feel terribly for Terrence's mother. How awful must this be? Not only losing her son and having to assume he's dead, but to know that there's a POI who seems as clear cut as they come and having LE at a loss to do anything about him. I wonder what they'd find in his house. Or in his backyard.

What type of work did they say Felipe was doing? Trying to remember. I know they said things where looking up for him and that he had been doing mirgrant work and then got a (construction, instillation?) job. I wonder if the Pravco co is based out of NJ but has contractors all over the US that install solar panels.

I don't think the Doe is Felipe based solely on the dates, but it'd sure be interesting to trace the Pravco lead to identify him. There are a lot of undocumented workers down here in Florida and I can see an obstacle being that he likely wouldn't have been employed by Pravco directly, but by an employee leasing company. Big companies usually won't hire illegals, but they have no problem leasing them and giving the day labor/leasing companies a cut. That way they can't have their records compromised. In the hotel industry, there are plenty of women who come over from eastern Europe, are housed and leased by an individual or "company" and essentially sold to hotels. The hotel pays them a small amount and pays an equal amount to the leasor.
So, anyone following the lead would have to see who provided the contact work for Pravco (if a project in Collier existed) and hope that they kept records of who might have been contracted and missing from the job site. I'm sure they've already whistled down that well and it was probably frustrating. I'd hope they did, at least.
As far as Terrance, was the court date weeks later or two days after he disappeared? I was unclear on that. If it was the latter, how was he getting back up north? I think Calkins is responsible, but I felt like the show kinda glossed over that part and it's certainly relevant.

Listening to the recordings on Disappeared last night the ex police officer just really raised my eyebrows. I mean when the dispatcher first asked him about picking up Terrance he acted like he couldn't even remember him or the incident itself. That is just plain weird. What police officer would not remember that - especially after you see how much he actually knew about and dealt with Terrance that day (even doing a background check for crying out loud!) it makes me wonder even more as to why he would have to lie about his dealings with Terrance.

But, there are really two Floridas. There's the Florida where I live (Pinellas) and Collier and Palm Beach and Broward and Flagler, yadda. And there's the doughy middle of the state where it's much more rural and rustic and conservative. Not saying one is better than the other, but there are parts of middle and northern Florida that are eons away from a relatively upscale area like Collier county. Yet even there you have Immolakee.

I grew up in Pinellas (Dunedin) and can say that I am quite aware that the KKK where active in the 70's and into the early 80's. Used to see them burning crosses in Palm Harbor off US 19 and ALT 19. Not anymore however, its definately a different place then back in the day. My first memory of Dunedin was a sign on a restaurant on Main St about "coloreds" having to use the back door. I was 5 and had to have my brother read it to me. Granted, it was left over from the prev decade (or so they said).Also, I was 5 when desegregation happened in Florida and it was ugly the first day of school.
Collier, WP, Dade, many of the southern counties (along with the panhandle counties) on the other hand I can imagine still have some with that mentality. The good ole boy network I believe they call it.
I was outraged listening to the tapes on the show and hearing racial references and the detective not bothered by that but more bothered by the fact that the deputy had lied to him. I was bothered by the call.

This case absolutely reminded me of the Jerry "Mike" Williams disappearance because the answer seems to be staring LE in the face but there is nothing they can (or will) do. As stated by a previous poster, I also found it very strange that LE couldn't seem to find any probable cause on which to base a search warrant. I'm certainly no expert in what qualifies as "probable cause" but it would seem to me that inconsistent statements, ommitted information, and a failed polygraph should more than fit the bill.
When it was reported that the deputy in question attempted a background check on Mr. Williams, my first thought was that he was checking to see if anyone would miss the man when he didn't come home. I certainly hope that LE will continue to investigate this case and the deputy in question relentlessly. Needless to say, the families of both Mr. Santos and Mr. Williams deserve no less. As always, it's JMHO. Thanks for listening.

Sure is alot of Does and Missing persons in Collier. Many near Golden Gate Estates and Immokalee Rd. Im going to have to listen to the show again (I recorded it) but I think GGE was mentioned.
It gives me the chills thinking this, but if he was doing a background check on Terrance, as someone else mentioned, he could have been seeing if anyone would be missing him. What if there are more then 2 missing persons or does that came across the same deputy and these cases where the first to show a connection. Makes one wonder.

Small world! I live in Dunedin now.
I remember being 5--1982--and there was a cross burned on our neighbor's yard in Clearwater. Dunedin has become a model for diversity in the last 30 years or so. Still very predominantly white (and old), but I've lived here my whole life and can't remember one hate crime. There's just not a lot of crime in general, but any little thing makes the Dunedin Beacon blotter and more often than not it's mostly gas driveoffs.
Of course that's not to say it doesn't exist--I'm sure there are pockets--but in the inner counties (and up in my husband's native MI) you'll see news stories about how they'll congregate in city parks and LE can't do much about it. You just don't see the organization here like you do in east Texas, LA, etc. Calkins could have been the Grand Master of his local Klan, but in Naples it's probably more a bunch of racists playing golf than protests and hoods and cross burnings.

I wonder who the deputy was that found her? Shortly after Terrance disappeared. Maybe they should search the area they found her in. This could be a diversion. Draw attention away from the deputy and have the dept focus on this doe found.

I just saw the Disappeared episode on these missing men.
It may be a wild thought but does anyone else think that the suspect in this case - Steven Calkins - could also be linked to the Adji Desir case?

It is so blatantly obvious that this Calkins character is responsible for the deaths of these two men (yes, I firmly believe they are not alive). You heard it yourself on the show, he is a racist and a liar. I only hope that one day the Collier County Sheriff's Department will one day gather enough evidence to put that serial killer away and get justice for Mr. Williams' and Mr. Santos' families. I shall be intently waiting that day.

I honestly think the families' best shot will be in a civil court. If that avenue has not already been explored, then it needs to be.
Also, Tyler Perry (google, if you don't know who he is) is teaming up to bring more attention to this case! Took people long enough to become outraged!!!

COLLIER COUNTY, FL -Terrance Williams has been missing from Collier County since January 2004 when he was last seen with a Collier County Sheriff's deputy. Newly released audio recordings show the deputy lied about being the last person to see the missing man.

Search teams combed a one-square mile area of Collier County Wednesday after a tip about an infamous missing persons case involving a deputy.
The search was conducted in a brush-filled location on Vanderbilt Drive just north of Wiggins Pass.
The tipster reportedly told authorities they saw a patrol car in the area around the time when Terrance Williams and Felipe Santos went missing.

Seriously? I am baffled that the families have not filed wrongful death suits against Ex-Deputy Steven Calkins!! (That I know of at least) or that No One (again, my assumption) in the Attorney General's Office hasn't been convinced to take the case and file Suspicion of Murder charges against Steven Calkins!
Admittedly, I am no lawyer nor a legal genius, but from the many cases I have seen highlighted on the ID Channel (yes, not the best legal reference on the planet as it IS a T.V. Show made to dramatize and some are made to sensationalize criminal cases); however, they are actual cases and one is only able to "skew the facts" so much. And I have seen plenty of murder cases that have resulted in guilty convictions without bodies and far less evidence. I meant consider:
1) It has to be obvious that this ex-deputy was the last person to see both Terrance Williams and Felipe Santos.
2) In Terrance Williams & Felipe Santos's case, they have eyewitnesses that place BOTH missing persons as being placed in the vehicle of Steven Calkins the day they disappeared.
3) In the case of Terrance Williams, L.E. Has actual recordings that catch out this ex-deputy in MULTIPLE lies and inconsistencies.
4) They have racially (and socio-economic slurs on tape that show an extreme bias against individuals without proper vehicle registration and/or insurance coverage.
AND
If the suspect wasn't a L.E. Agent, (i.e. I find it difficult to believe if L.E. any where else in the Country has that much circumstantial evidence against the average citizen, that the suspect would not have already been arrested and convicted by now!!)
Something else, I've seen others on another website point out vehicle GPS, what about his cell phone GPS tracking?, Come on, that's basic investigation (and you can't convince me that with the circumstantial evidence that they couldn't find a judge that would be willing to issue a warrant or subpoena for that information, because that's just b.s.! Not with all the circumstantial evidence).
All of the above is just MHO! And pardon my venting and assumptions, but this case just chaps my bum!! Because just seems like a major double standard, I get protecting L.E. from prosecution for and during the performance of their L.E. Duties, but that Statue does NOT protect them from prosecution for the commission of a CRIME during their duties (and it doesn't from my experiences locally seeing some corrupt cops getting prosecuted). I hope that this family (hopefully soon) gets some justice, because it has been too long of a time coming, in my opinion!!

Has there been a revelation of what was told to Tyler Perry during his press conference? His quote makes it sound like it was something of significance.
When he announced the reward, a man stepped from the front of the crowd to tell Perry something, indicating he had information to offer.
"Wow. I have been praying for an answer for this family and I wasn't expecting this moment," Perry said after the encounter. "I am beyond overwhelmed by it. And just like this man has come forward, I am sure there are others. You do not have to be afraid. The sheriff here has assured me that he will be safe and anyone else that wants to say anything or speak out about this will be safe."

I don't think the Doe is Felipe based solely on the dates, but it'd sure be interesting to trace the Pravco lead to identify him. There are a lot of undocumented workers down here in Florida and I can see an obstacle being that he likely wouldn't have been employed by Pravco directly, but by an employee leasing company. Big companies usually won't hire illegals, but they have no problem leasing them and giving the day labor/leasing companies a cut. That way they can't have their records compromised. In the hotel industry, there are plenty of women who come over from eastern Europe, are housed and leased by an individual or "company" and essentially sold to hotels. The hotel pays them a small amount and pays an equal amount to the leasor.
So, anyone following the lead would have to see who provided the contact work for Pravco (if a project in Collier existed) and hope that they kept records of who might have been contracted and missing from the job site. I'm sure they've already whistled down that well and it was probably frustrating. I'd hope they did, at least.
As far as Terrance, was the court date weeks later or two days after he disappeared? I was unclear on that. If it was the latter, how was he getting back up north? I think Calkins is responsible, but I felt like the show kinda glossed over that part and it's certainly relevant.
IRREGARDLESS. This is a great find because the search is on to find other potential Calkins victims. So keep looking if there are others! He also used to be a farmer in Illinois sometime prior to his 17 years in law enforcement up until the time he was fired from the Sheriff Office.

I think we all agree SC is the most obvious culprit, but I found this article interesting because they mentioned the only identified men as having problems with the law. Minor problems. Maybe it just stuck out to me because I'm trying to find a link to police before these guys went missing. I just found it interesting. Like someone said earlier, I doubt Santos & Williams were the first.

Williams did not expect Anthony Denson Jr., to interrupt the conference with information. He said he knew her son. Through sobs, Denson told the crowd that Calkins and three deputies chased him on the beach in 1997.
"They were gonna kill me," he said.
I'm a month late on this so you might know this already, but here's the relevant information. This article has a really good timeline of these cases, as well. It's so infuriating that Calkins has never been arrested for these crimes. I would be shocked if he doesn't have other victims.
