The story of sex offender Joseph E. Duncan is generating outrage from coast to coast. That outrage, some of it understandably misdirected, should be converted into changes in the way society deals with the most dangerous sex criminals - those who cannot be rehabilitated.


Duncan is in that category. As a Level 3 offender, he was known to authorities. His residence was known. His movements were supposed to be known. He was supposed to check in with authorities when he changed residences.

Yet, Duncan fled Fargo after posting a $15,000 cash bond in Minnesota where he was charged with molesting a 6-year-old boy. That was in April. He turned up in Idaho last week with 8-year-old Shasta Groene. He is suspected in the deaths of the girls' family.

A systemic failure doesn't get any worse than the Duncan case.

I think those in authority in the judicial system need to be reprimanded when they let loose one of these freaks back into society and they've gone on to do somethng absolutely horrible as Duncan has. I honestly hope the judge that let him go on $15,000 bond (without checking his priors) loses alot of sleep over this. I wish I knew his name. I'd be writing some letters.

This freak even complied with registration! He met all of the requirements up until he committed the molestation on the two little boys in Minn. And even then he complied up until the trial. (then he just kind of walked off). A perfect example of a malfunctioning system.
A system that needs fixing before we lose more little kids!

DETROIT LAKES, Minn. (AP) - The judge who set bail for the Fargo, N.D., man charged with kidnapping a girl in Idaho said Sunday he barely remembers the case and isn't sure if he knew then that the man was a registered Level 3 sex offender.

Becker County District Judge Thomas Schroeder told KSTP-TV of the Twin Cities that the details of Joseph Edward Duncan III's bail hearing were just coming back to him.

"You hear so many of these, and apparently I did set the bail in this matter," Schroeder said.

Schroeder set Duncan's bail at $15,000. Duncan made bail and later skipped out.

"Usually on a bail hearing you have limited information, and so you set it in an amount that you think is appropriate," the judge said.

ETA...these judges need to demand better information when they set bail...this is just ridiculous...he makes it seem like "oh well...I hear so many of these...blah blah blah..." :razz:

Just ran across this message on JED blog under the heading FEAR This give some insight into the twisted mind of this demented creature.

"Even though the chances of a child being abducted by a stranger are less than the same child being struck by lightening, or bitten by a shark, children today are preoccupied with that fear. Fear is the beginning of isolation, confusion and hate. All governments know that the biggest threat to their power over the people is unity amongst the people. Governments throughout history have sought ways to disrupt that unity. Our government is the master of this technique. It is routine and even expected for our children to turn in their parents if they even suspect they are not conforming. Our children are taught in schools, "Do not talk to strangers, they are dangerous and want to hurt you." "If any adult makes you feel uncomfortable, run away and report them immediately." "The police are your friends."
What a great way to keep our children from learning new things and thinking for themselves. The last thing the government wants you to do is think, the first is to feel...Fear!

Sometimes timing can be everything (or not...).

Just about a week ago, in talking with a friend about the Aruba case, I mentioned that part of me kinda likes their way of prosecution - the fact that it doesn't take 12 citizens off the streets to vote unanimously to convict a person of a criminal act. The judge hears the evidence and decides. BUT BUT BUT I said, sometimes these judges are "waaaayyyy out there in their thinking," and that, too, is scary.

Well, this is just another prime example of judicial prudence gone astray....

(Please realize in my thought process about the US's jury system, I do believe we've got the best system, and it has many benefits, etc. I just sometimes ponder the notion about what would be better, since it is often difficult to get 12 people to agree. I'm getting O/T, so sorry about that.) Just thought it was ironic that we had just had this discussion about judges....

Did JED write this? If so, what in the hockey sticks is he trying to imply? He commits the crime that causes parents to fear for their children and instill that fear in them for their own protection, and then he rants about it. Sick!
