Ok, we all know that JD rented the jeep & did not return it. We've discussed a few ideas as far as sex offenders/predators having pink license plates, etc. BUT what do you all think of the DMV putting "SEXUAL PREDATOR" RIGHT ON THEIR DRIVERS LICENSE? Once that jeep wasn't returned, LE could have been right on it...hunting him down! Like someone here said, "not all predators have cars, but probably most of them have drivers licenses & must use them as a form of I.D. :twocents:
Have you guys checked this out yet?

When the Jeep didn't get returned it was reported as stolen, and entered into the LE computers. When Duncan missed his court date- I think that it was on 050605- he was entered on a warrant. They were looking for him- one paper even said the LE had found his blog, and were monitoring it to see if he made any entries, so they could try to get his location.
They were looking for him. However, unless he was caught doing something wrong, or got stopped on a traffic violation, then LE had no reason to run the info on the Jeep or run his name.

he changed plates on the Jeep with a plate he stole from another state that had not been reported as stolen, so there was no way he was going to get pulled over.

I know he changed the plates, once they knew who he was & didn't return the jeep, they could have put an APB out A.S.A.P. for any RED JEEPS in that area, & pull them all over, maybe putting up road blocks!
Maybe I'm just amazed that he was able to elude police for 7 WEEKS! Hopefully, they'll learn from this & change the way they do things.

And I am sure he was obeying traffic laws. Right- unless or until he made a mistake, they wouldn't find him.

I'm sure he was doing everything he could to avoid notice while driving. Although in Montana there is no posted speed limit during the day, so that wouldn't really matter. Like I said--it's big and empty out there. You can go up to half hour and not see another car on certain roads.

How convenient for him!

Um, no, they don't do that. Remember, at that point in time, all they knew was that he missed a court date and didn't return a rental vehicle. They had no reason to know he had left the state and what direction he traveled. And the police who were actually looking for him never found him -- he happened to be in the company of a little girl on posters all over her state. If he hadn't been found with her he would still be out there someplace.
Even those wanted for murder don't usually have police "chasing" them. They get pulled over for something else, in most cases. And this guy didn't even have a bondsman looking for him since he posted a cash bond.

All of this would be a moot point if the scum had been sentenced to life the 1st time he molested a boy. Barring that, he should have had no bond on the second offense. Makes me sick!

Yes, I agree, Amster, on locking them up forever. But even if they had laws like that on the books, he was 16 when he did something horrendous enough to give him a twenty year sentence. That alone tells you it had to be horrible since he was still a kid himself. Some of these others like Schwartzmiller and Couey have been let out with far less time than they should have gotten and they were grown men. But my feeling is, anyone who does anything to a child should be locked up forever, or at least until they can prove by plethysmograph (or viable alternative) that they have no further interest in kids. Too many of them come to the conclusion that now they have to kill the child or be sent to prison for life. If Couey had raped the child and let her live, I could almost have compassion for his whining about they should have "fixed him" but since his answer was to kill her by burying her alive... he should be buried alive himself. If they were to change any of our laws, maybe the "cruel and unusual" thing should go!

http://websleuths.com/forums/showthread.php?t=25894 (post #35)Yes, I saw it before and as much as I admire your efforts, the problems arise from not knowing what to ask for and whom to picket. "Congress" is way too impersonal. Individual reps would be far more effective than to march on DC and hold up traffic, if you know what I mean. And you have to know what to ask for. Pink plates would embarrass them enough that they would do what? They would not drive. Or they would find a loophole, like a rental, or drive the car of a friend or relative. Where I live, some people put a sign on a child molester's fence when he got paroled and the cops took it down and told them to stop putting up new ones. The guy had his rights...sheesh.
The bond thing is one specific measure they could look at. Just yelling "save our kids" and "child molesters are terrorists" sounds good, but what does it demand of them? Nothing. Now asking for a bill that stops bonds for anyone who is a level 3 or dangerous child molester...that is specific enough to get behind. And the only way to go about it is to find a congress person and preferably a woman senator who would support it. Otherwise it might make people feel better to protest, but it won't get anything done.

Well, the part about the pink plates, etc. is not what I sent to the President, Congress...THAT was an email I sent out to people in my address book, attached to that email was the 'form letter.' Here it is...
Dear President Bush,
I am
, an American citizen & registered voter and have been following the tragic Groene family case since the beginning, along with many other missing child cases. Too many times is a child abducted by a child molester/sexual predator/pedophile/sex offender, and has been let out of jail even after the reason they were in jail was because they molested/raped another child. Often times they murder these children. Please, please, please, do something to keep these sex offenders off our streets after their first offense, NO second chances, NO bail!!! 500,000 sex offenders have served their time and been released, however 100,000 of them are missing, having not kept their information up to date with their state, etc. Did you know 1 out of 4 people have been molested or raped by the time they are 18? Please work with the Congress and the Senate to create federal laws that help make the United States of America safer for our children, they deserve it, they are our future! Consider passing a federal law like Florida's that sentences a sex offender to 27 years to life in prison for their first offense. This legislation would be welcomed by millions of people. These monsters are hurting and affecting everyone, almost anyone you talk to will have known someone that's been sexually abused. The nation is not safe. These monsters are to children just as like terrorists are to countries.
If you read one of the terrorists blogs (Joseph Duncan), you'll see the premeditation of these murders written out months in advance...
Well let me think about the meaning of terrorism...
Would putting terror in the hearts of every child in America so they had to sleep with their parents for a long time after the kidnapping/rape qualify?
Is anyone affected for a life time?
Did it affect people worldwide?
Did changes happen afterwards because of the terror that hit?
Is kidnapping, raping and murdering a child a heinous act committed by a monster?
Terrorism means putting terror into the hearts and minds of those affected by the incident.
The answer to all of these questions is YES, so I would classify these offenders as terrorists...
How many Duncan's are getting ready to strike, he's a terrorist, that laid his plans out online long before he struck so other terrorists could watch their hero.
How do we classify type 3 offenders as terrorists?
Do they really need a bomb strapped to their chest to hurt innocent children?
or affect families or communities?
They are terrorists, and it's time to start treating them as such. They are destroying our neighborhoods faster than Al Queda....and yes we need to stop them!
I beg you to work with the congress and senate to write federal laws that will keep pedophiles off our streets after the first offense. Legislation of this nature is not partisan and would be welcomed all over the country. Please help to ensure we have no more Dylan and Shasta Groenes, Jessica Lunsfords and so on & so on, God only knows. The list is so long and it's so sad our federal government is not involved in protecting children. Thank you for your consideration.
Sincerely,
..

Nice letter, but the president does not propose laws. Congress does. And this president is not running for office -- too late for causes. Hillary is the one to hit on. She could make it a campaign promise. Sorry if this sounds contrived, but with all the causes politicians get involved in, just asking them to "do something" is not asking them to really do anything.

I also sent letters to Senator Richard J. Durbin, Senator Barack Obama, and Representative Dan Lipinski.
To me, it's worth a shot! Maybe if everyone bombards their Congress, Representatives, eventually they have to do something! It's better than doing nothing.
