The child and her mother, Dabbagh's divorced wife, were living in Medina, Ohio. Dabbagh was permitted to take the child to Florida on the condition that she be returned to the mother's custody by December 1st. Dabbagh did not return the child to her mother. Instead, he abducted her to Saudi Arabia. He later took the child to Syria, where he left her with members of the Muslim Brotherhood. U.S. authorities issued warrants for Dabbagh's arrest for child abduction. Dabbagh is also wanted by Syrian authorities on charges of kidnapping and other offenses. Syrian authorities have issued an order granting custody of the child to her mother.

Strange for Syria or any middle eastern country to actually acknowledge a male parent's kidnapping of his own children. Most middle eastern countries don't put much stock in the female population and don't care if the men run off with the kids.

However, since Syria recognizes what he did was wrong, why can't they just go in and get the baby back?

Political reasons, I believe. A lot of international abductions turn into, excuse my french, a giant pissing match between all the countries involved. It's especially stupid in this case because Maureen actually has custody of Nadia in both the US and Syria.
