A child-watch program intended to foster cooperation among neighbors to keep tabs on children for their safety will be announced today by the mother of 5-year-old kidnap-murder victim Samantha Runnion.

I'm curious as to what the "program" is. I lived in Maryland for several years. We played in the front yards, and went up and down the street from house to house. There were always parents looking out windows, and someone to make sure no one had wandered off. That was never the case anywhere in California. But maybe apartment complexes are different.
