Parnell found guilty of trying to buy boy for $500

This guy who kidnapped "Stephen" and held him for 7 years..and .also attempted to kidnap another boy...saved by Stephen.. .What the hell is he even doing out of prison...They only gave him 5 years for stealing this boys youth...ruining his and his familys life....AAARRRGHHH!!! I don't get it!!!
