I've been following the story of the 2/14 roof collapse in a Moscow Indoor Water Park, at last count 28 dead, 110 injured, many children, so horrible, how anyone survived is amazing. I hope they get the answers on this one, and I HOPE this will not happen anywhere again.
(includes video with shots of inside the park from an NBC documentary filmed just last week)

Engineers will have to get in there and check out the structure, design and the load of snow... I don't think it is a crime, as that would make me think the architects deliberately designed it to collapse.
But definately neglect, or not following building code, short cuts in building it... they could be liable.
This stuff happens all the time, shopping malls are particularly vunerable with their expansive flat roof.
Terrible thing though! There was a kids birthday party going on.. must have pure horror.

This was from an article on how to stay warm during the Moscow winter:
"If you are pining for waves, warm sands and palm trees, Transvaal Park is the place to go. This massive indoor water park, where the temperature is kept at a toasty 30 degrees Celsius year-round, lets you visit the tropics without ever leaving the city limits.
Transvaal Park offers everything you need to get your mind off short days and icy temperatures, including an indoor lagoon complete with a beach, artificial waves and exotic plants. There is also a waterfall, an indoor river and an Olympic-sized pool."

Wow, look at this, this piece was done as the park was nearing completion in May, 2002:
