DS: The woman we talked to, her name is Tina Allen, and she says she’s actually the reason why Chester Stiles came to even know this little girl. She says she never saw Stiles act inappropriately around children, nonetheless, she says she feels a tremendous amount of guilt… what happened… Let me explain how this relationship came to be. Allen says two of her children shared an apartment and also living in that apartment was this little girl and her mother. She says that this man, Chester Stiles, was very much a father figure to the family. This is how she described him.

TA: He said he’d been in the Navy, and you know, I was looking for a strong guy to represent to my sons what I thought they needed to be.

DS: Well, obviously you can imagine what’s going through Tina Allen’s mind today. Let me explain what’s happening today. Obviously there is a tremendous manhunt going on, the Las Vegas police looking for Chester Stiles. Chester Stiles, according to Tina Allen, showed up at Tina Allen’s house last week. He apparently came for a friendly chat. She says she didn’t notice any strange behavior coming from him, he didn’t appear to be nervous in any way, but this was before he was named a suspect in this case. But one thing she did note, his hair, Heidi, appeared to be much longer and he also appeared to have put on a lot of weight and a lot of muscle, Heidi.

Victim (“M”) was 3 years old when assault occurred.
Assault occurred in Las Vegas in 2003 in the apartment of Todd Allen. UPDATE: 9/30/07 – Tape created 2004 (possible erroneous news report).
CAS is not related to the family of the assault, but dated the mother (Tina Allen) of the best friend (Stephani Allen) of “M”’s mother. Stephani, “M”’s mother, and Todd Allen (brother of Stephani), lived together in the apartment where assault occurred.
Sheets on bed were recognized by Stephani Allen as belonging to “M”’s mother who lived at the apartment were the assault occurred. (per GMA interview with Tina Allen).
Assault was recorded on videotape OVER a segment of peeping tom footage of another 11 year old girl. (“M”’s assault = late 2003, early 2004; 11 year old footage = 2005)
The peeping tom incident with the older girl was in October, 2005.
LE became aware of CAS when a Las Vegas attorney notified them that a client had told the attorney that HE (Todd Allen???) was “110 percent positive Stiles was the man on the videotape.” This tip occurred within 30 minutes of the name of the victim being aired.
Tips have also come in from prison inmates.
Pending charges upon arrest include: - Sexual assault of a minor
- Lewd behavior with a minor
- Possibly kidnapping

Victim’s mother was unaware of her child having been abused.
Victim’s mother was unaware of the media attention and had not seen the news.
Victim’s mother became aware of situation when the mother of one of “M”’s playmates (Stephani Allen??) called and told her “your daughter is on TV.”
Victim’s mother was attempting to contact Nye County LE while they were trying to contact her.

The other crime victim was a 6 year old girl who told authorities about the assault that occurred on or about 12/13/2003.
4/26/2004 - Arrest warrant issued for the 12/13/03 assault. CAS fled when he learned of his arrest warrant. (Tina Allen also “vanished” during this time per greatestjournal.com entry by her son, Todd Allen).
The 2004 assault involved the 6 year old daughter of a friend of Tina Allen. Tina told Todd Allen, that it was false report. Tina was at the home when this assault occurred, and they had all “taken a nap”.

LE plans to arrest Tuck for violating probation relating to unpaid child support case.
Told LE he found the tape in the desert outside Pahrump more than five months ago.

For the first time, we are hearing from the attorney for the mother of the little girl who was seen being raped on that disturbing videotape. Fugitive Chester Stiles is accused of sexually assaulting the girl when she was only three.
The victim is now seven. A press conference wrapped up around noon on Tuesday, and this statement was released by the victim's mother.
"I want to begin to assure everyone that my daughter is safe and healthy. I have cooperated with the investigation to the best of my ability. I wish to thank the Nye County and Clark County investigators for their efforts and professionalism in this matter."
Her attorney gave Eyewitness News some new information. To his knowledge, the abuse occurred before the girl was 3-years-old. He described the mother as "super mom" -- always working, the child had a babysitter and he says the mom never saw any signs of abuse.
Learning about this tragedy years later, he says, the past several days have been traumatic. He also made it clear the mother had no relationship with Chester Stiles, the main suspect in this case.

10-02-07 - Still on the trail of Chester Arthur Stiles

The man that used to date the mother of the victim came out over the weekend and not only talked to local media, but also CNN, the Today show, etc. Todd Allen used to call "Chet" Stiles his stepfather because... his mother, Tina Allen, dated Stiles in what she calls an "on-again, off-again" relationship for the last 10 years.

Tina says Stiles fancied himself an ex-Navy SEAL who could calculate the time it took police to show up if they had other calls in other parts of the city. Tina also says that Chester was a strong father figure for her five kids and showed no sign of violence; that was until of course he broke her jaw in 2004 when he picked her up from the airport after her father's funeral. Classy guy.

"I was cooking up in the kitchen and I served him. He came here by himself, just a typical homeless guy, and he was here," one member of the kitchen staff told us.

We even talked to someone who claims she's seen Stiles more recently.

Shelter staff posted Stiles' mug shot on the wall. Reaction to hearing what he was wanted for was extreme. Many of the residents indicated if they found him first, he would be in rough shape by the time Metro was called.

When we asked Salvation Army shelter employees if Metro had been there to ask the same questions we did, they said no.
