The below is what I read about the backlog. Who's required to submit DNA? Is it state by state? Or a federal Mandate for all SO's?

Police said the man's DNA profile did not match any convicted offenders entered into the national DNA database, although scientists have complained the database is severely backlogged.

I noticed the Washoe Sheriff's site is very difficult to maneuver, too. You would think if they wanted people to help catch these guys...they would make it so you could navigate to find out what they look like and if they are still incarcerated!
Don't you love how they want you to give them the offenders SSN or License plate number? As if we would normally have a SSN for a SO. And a vague search by zip or city at Family Watchdog bounces you right back to the Washoe County site.

Rolando Partida-Alvarez, was a 32-year-old unemployed father of two in February in a police sting focused on catching the man who had been peering into a woman's home on Sunset Breeze Drive while she and her children slept. Once, he broke inside her home to masturbate at her bedside. Partida-Alvarez ran out when she screamed. Bodily fluids he left in her bedroom were collected as evidence. He was sentenced to 20-month to 6-year term in prison for convictions of burglary and lewdness.

It sounds like the same guy though! The description fits along with the truck. It's just off by one day and the Raiders shirt isn't in the new description. :waitasec:

While police continue to search for 19-year-old Brianna Denison, scientific evidence has brought them closer to solving the case. DNA samples have linked Brianna's kidnapping to at least two sexual assaults and abductions in the same neighborhood. All three of these crimes have taken place in just the past few months.
The first attack took place in mid November, and the most recent one was the abduction of Brianna just eight days ago. Police say with each incident, the crimes escalated, and it seems, the attacker became more and more aggressive. (much more at link)

Nancy's reporting on Brianna's case now. It's basically the same information we have already. Lt. McDonald of RPD is being questioned by Nancy. 1700 SO in Washoe Co. SO only required to give DNA to CODIS for last few months. RPD comparing the DNA to Federal and State databases.
Nancy putting suspect info. on the screen, including shaved pubic region. Confirmed by RPD. Strong, but not a bodybuilder.

When I played barbies, I rolled up scotch tape and put it on ken's chest and then used hair from my hairbrush to make him look like my dad. Ya think the perp is gonna do that? Yikes!

All I can say now is this guy is very weird! He doesn't want to leave DNA from hair but somehow he left DNA there at the crime scene anyway. I just hope he's found before he strikes again. :mad:

I'm embarrassed to say, I also put hair on Barbie's 'area' so she'd look like a grown up! I would bet, with the trend these days w/strippers & porn stars and Brittany Spears' 'bidness' bein out there for the world to appreciate, little girls wouldn't think about doing that- tho I was probably the only wacked out kid in the 60's that did that!
I bet they find this guy within the week!

I have never heard of a Rapist going back to a previous victim. The surprise value is gone at that point, and the victim will always be wary of another attack and they will be more alert. Thats not what a perp wants.
I was surprised to hear that, too Rick. I have heard that if a burglar successfully steals from a home with no setbacks and makes out nicely sometimes the perp will return. I have never heard of a stranger rapist going back to attack his original victim. I imagine there may be a couple of cases here or there where that has happened, but I imagine it would be uncommon.

This creep left enough DNA to easily get a DNA profile two times in a short period of time. His mind is twisted or he wouldn't be attacking young women. I think the shaving of the pubic area may have nothing to do with not wanting to leave DNA. But, instead it may help fulfill his twisted fantasy in a way that we don't know or understand.

I think it is possible the perp was trying to break into the other victim's home not to just rape her again, but to silence her. This could be part of the reason for the escalation with Brianna, unfortunately.

Lion Run- I agree completely! Earlier, someone said that it is not unusual this day and age for guys to do that, that the metrosexuals have made it more hip, acceptable. Okay- I am completely out of the loop because I thought that maybe it was either an athletic thing, or porn star thing.
Wonder if this guy (since he may have a wife and kid b/c of the baby shoe) likes to pretend he's a porn star with his wife or girlfriend(s), films himself or something?

I'm thinking as you are on this one. He'd left a live witness and maybe wanted to permanently silence her. But then, nothing happens at her house and he attacks and abducts Brianna the next night/early morning. :confused:

If this slime has a gf or wife than she may eventually hear about the shaving of the pubic hair thing. But, only an intimate partner or another victim might know that he shaved himself. I wish there was something that the general public would have noticed that was unique about him because that would have increased the number of people who may know who he is.
Wow, galvino. Why haven't we heard about this shaving practice thing? Even on Nancy Grace the people who talked about it thought it was a bit unusual that a man would shave his pubic hairs. How sure are we that this is a known and acceptable practice? I can't recall who originally stated it, and as weird as this subject is, I would like know more.

I am the one who brought that tid bit into the conversation and I stand by that statement as it being more common then you may believe. The people on NG are also much older and to them it would be highly unusual...not unlike most of you feel it is. I think to a 25-40yo man, it would not be (particularly if their partner were younger).
I honestly had to laugh at Robbie's take on it. LMAO She was soooo far off base!
If you will google it...you will find tons of articles in men's LEGITIMATE magazines about men's health etc.

I am just wondering if, because of age, baby shoe, the fact that he isn't a smelly slob according to his description---if he does have a significant other, or dates around and seems "normal" to his intimate partner (except for the bald thing) and acts out his sexual fantasies on these victims.
He may just seem like a 'sexy guy' with his girlfriend, but may have been getting his kicks 1st by peeping, then stepping up to these last few attacks b/c he can't act them out with his wife/girlfriend/dates because he knows it is wrong. I really think this pervy detail may cause someone to know who he is, cause he can't remedy that as fast as shaving a soul patch!

If this man is a father and since they said it was a baby shoe...we can probably theorize the child is 2yo or younger. They are not very certain of his age. He could be in his mid-20s and have the look of an older person. I heard the detective say quietly he was between 5' 6" and 6' 2" on NG. That is a huge margin.
This means he could very well be a student at the college and fits in the area so people wouldn't really pay much attention to him. The truck or SUV was older which means the CD player with the blue and red probably was purchased and installed instead of stock. (They could possibly track down the make and model unless there are thousands with blue and red readouts.)
Has anyone checked out trucks or SUVs for the dome light above the windshield? This seems like an unusual feature to me. Most are in the roof, aren't they?

Your last comment made me wonder about the possibility of him being a bouncer in a bar. They can dress casual and get away with the facial hair. They are also usually not out of there until between 2 and 4am, since there are usually stragglers and sometimes they help close the bar. Maybe he targets girls who has seen in the bar(s) where he works. Sorry if someone has mentioned that already, I'm 4 pages behind.

Most trucks that I know of have a dome light on the outside of the back window. You use it to light the bed of the truck. Or that has been the case of the trucks that we have owned.

Suspect vehicle: Extended cab pick-up truck or SUV, dome light above the windshield, tall enough that it requires a step up to gain entry, floor-mounted console that was described as "fairly skinny" that opens in front, blue and red LED read-out on the radio, cloth seats, automatic transmission.

I'm hoping with the description of his face ( the shape of), the truck, the baby shoe, and the shaved pubic region, someone will begin to get suspicious. I hope they can put the pieces together and turn him in. I hope they are in time to fine Brianna alive but I don't think that's looking too good at this point. He's been accused in the past of "backdating" some of his drawings. (After a case is solved, he'll post a pic. with a back-date, making it appear as though he predicted the solution.) Just saying.

Only reading here but did have to agree with you. It is a VERY common thing now. My friends and my BF all shave down there. As do women.

one thing bugs me...I think LE gave this guy Ian a pass a little too quickly. What 19 year old girl would call a 45 year old guy a "harmless friend"...no 19 year old that I know would be caught hanging out with a 45 year old man, unless he was doing something for her. I think they need to look into this a little further...he may not be involved in Brianna's disappearance but he might be involved in other things, IMO.
He was probably buying them alcohol or drugs in exchange to be allowed to party with them. It happens all them time when you have a group of underage kids that want alcohol and can't buy it.

Yeah thats exactly what it means.
You all get together somewhere and drink (we usually play some type of card game or beer pong) before you go to the party, concert, basketball game etc. I really dont know any of my group of friends that goes out without pregaming so its pretty common.
Yep! You save TONS of money that way. The cost of a good drink in a bar in Chicago is about $5-7 EACH. Pre-gaming just saves you some cash, especially when you're a college student on a budget.

I agree with this - I don't think he was concerned with leaving DNA at the scene or he wouldn't have facial hair or made a, err, fluid "deposit" at the house.

When I first read the part about a dome light being above the windshield, I thought they were talking about "clearance lights" on the vehicle's exterior, above the cab. But I'm guessing it probably is the interior dome light above the windshield. We have a Ford Expedition which is the same chassis and basic body as a Ford F-150 pickup - we have a dome light above the windshield that comes on when the doors open. You have to "step up" (onto the running boards if you wish) to get in the vehicle. I'd be willing to be that most newer Ford F-series pickups (and SUVs) have dome lights above the windshield, unless the interior design has drastically changed in the last few years.

Jason describe the man as 5' 7" longish brown hair, I ask a few pages back if this could be Ian the one who gave Brianna & K.T. ride home. Then I ask do we have description Ian? Jason did not mention any clothing the guy had on, or I missed it.

I am the one who brought that tid bit into the conversation and I stand by that statement as it being more common then you may believe. The people on NG are also much older and to them it would be highly unusual...not unlike most of you feel it is. I think to a 25-40yo man, it would not be (particularly if their partner were younger).
I honestly had to laugh at Robbie's take on it. LMAO She was soooo far off base!
If you will google it...you will find tons of articles in men's LEGITIMATE magazines about men's health etc.

But I'm going to throw out there that my husband has a Reebok "jersey" that's red with blue around the collar and around the ends of the sleeves that he wears to work out in. I, personally, don't want to draw too many conclustions about the realtion of the high school colors to this man's shirt. It could be from anywhere.
Didn't the description of his attire also say that he was wearing a long sleeve shirt under this jersey thing? That just makes me think he wasn't coming straight from an athletic job/hobby but makes me lean toward him just wearing these clothes for comfort or "just for cause". Going back to look...

red (not maroon) short sleeve shirt described as being made of material similar in feel to a Fubu jersey-type shirt (silk/rayon/polyester type) with a medium blue-colored neckline, short printed (possibly embroidered) word on the upper left breast area, another shirt underneath with wrist-length sleeves, unknown color pants – regular length – not jeans. The pants reminded the victim of basketball pants as the material was smooth but they made no noise when he moved and they had an elastic waist band and no zipper.
I think at some point someone said he had athletic shorts on (maybe it was me?! :)) but I see that they were pants, so I'm thinking they were probably those silky-ish workout pants.

That's what I believe as well. I thought I read it could have been a Fubu jersey. FYI: Fubu's logo is generally embroidered on the left side, over the heart and is in sloppy cursive type writing. That could be why the person couldn't read the embroidery properly...
Another FYI: Fubu is a popular brand of clothing for young people, especially urban people, or those that dress "hip hop". The nylon jogging pants they described are also called "swishy pants" for the noise they make when you walk. They also make breakaway basketball pants that people like to wear casually because they're comfortable. I think these are what the victim was referring to when she was describing them...
Perp could have been wearing them because he's on the younger age spectrum or older but still in with the trends or into hip hop music and culture...

... he could have been wearing them solely for their elastic waist which could allow him to pull them down and up very quickly (easy access). :mad:

If this were someone still living at home with his parents...the truck or suv could have been "borrowed" from dad. He might have a young sibling to account for the shoe.
Since the attacks occurred close together (except the Nov. attack), this guy could have been home on a break from school himself. He could already have left the area to back to college.

I think that's stereotyping a bit much. Again, my husband and his friends wear "fubu" type jerseys (though not the Fubu brand, typically Reebok or Adidas) and silky type pants all the time! To work out in, to play basketball in, or just to wear around the house. I don't think the truck's dome light was in an "odd place" such as it was put in there after-market. I think the dome light is there just as it could be in any of our vehicles. Making assumptions on this person's race based on the clothes they wear and the description of the vehicle is hugely unfair, but more than that you'll miss out on an entire demographic (like Caucasians) which the suspect could very well be a member of.

I would bet a good chunk of change that more than just the hispanics dress like this, in your area or anywhere else! Maybe you don't notice them because they're in their own homes while wearing this clothing or they're wearing it for a specific purpose (working out, etc.). I don't think you can use the "all or none" philosophy when it comes to something as generic as type of clothing.

I'm guessing it's late 20s - early 30s myself. I just keep thinking "old enough to know better but too young to care". It's very possible, but I don't see a 35-40 year old with a young child in the first place (simply because it's not as common). It seems like this spree of assaults in the last few months could have began long ago, but he (hopefully) would have been caught by now. Although as we're seeing with the GMH case, sometimes criminals commit crimes for years before LE even raises an eyebrow.
