Tom Rawlings, the state’s child advocate, says his office plans to conduct an independent review of the case.
“We will be pulling records and interviewing individuals who were managing this child’s case,” he said, adding that his office’s aim is not to pass judgment but to see “how the practices and policies in this case may have affected the outcome.”
Why DON'T they pass judgement? It is obvious to me how "practices and policies" affected the outcome!

I agree -- pass judgement. I think our society has become a little too tolerant in some instances.
I'll never understand a system that returns a child to parents who could do something as atrocious as breaking the arm of a 3-month-old baby.

Such a sweet little girl! I can see sadness in her eyes--despite the smile.
Her parents (and anyone who abuses a child) should be automatically spayed or neutered so they can't have any more children.
