I tend to agree that it wasn't a woman who placed the body there, although it could have been. But a woman just might have known it was happening. I hate to be so pessimistic and accusatory but I just can't fathom such a parent - one allowing her precious gift to be anywhere near a RSO. For God's sake, even if she had no children at all, who would want anything to do with such a monster?

I pray that DNA evidence is available but unfortunately there is no capitol punishment in MI so whoever is responsible for this, his/her sorry @ss will get to live out their days at the expense of the MI tax payers.

Okay, I'm going to try to quell my anger for a moment and think of this baby happy and surrounded by light and love, just playing, innocent and free from pain or sadness. And, I will pray for her loved ones, that they can sruvive this horror and feel Neveah's spirit enveloping them with love. Poor baby and poor family. her suffering is not even a memory to her anymore but for those who loved her, I don't want to imagine.

Carrying a child incased in cement, would cause someone or someones to possible get cut. I heard about the blood in the RSO's motel room not being Nevaeh's, but the other girlfriend and his. Hell, try carrying two cynder blocks in your arms. Just a thought.

I am so with you momtective. I don't understand and I don't know what we can do to stop it. I've been sitting here so angry, so despondent. I just feel hopeless - hopeless to see children cherished and protected and allowed to remain innocent and carefree. But, it's getting me so down at this point that I'm trying to think of little Neveah at peace and looking down at all that is happening thinking, "It's okay. I'm okay. You'll see me soon, and then you'll know how happy I am!"

I was wondering that too. Did you see the crime scene investigators trying to get down that hill -- it looked pretty steep to me. If that was the dumping ground, there's NO way someone alone could carry a cement encased body down that hill. It would have to be rolled, or the perp had help.

Is anyone shaking like me right now. The more details that come out, the more my blood pressure goes up. There HAS to be new legislation for SO. If they are let out, automatic monitoring (via ankle bracelet) forever. Like Nancy Grace said, if we can put a man on the moon, we can put a bracelet on a SO.

Our children are worth so much more than the dollars it would cost to do this. I'd gladly pay more taxes, and I'm sure everyone else would too!

I would love for all of us to take this anger and heartbreak and use it to acheive some good. We all need to write/e-mail our state reps and senators and lobby for new legislation for sex offenders that incudes harsher sentences, no parole and ankle tethers.

My friend works at our local constables office she told me the ones that are registered are not the ones to worry about the most it's the ones that have not registered that are roaming. No one is tracking these guys own.

I think we need a national registery where every sex offender is on it wether they know where they are or not. That way parents can go on there type in a name and see if they show up. Maybe it could be the Nevaeh bill!

I brought my post over as it's moving fast (below). Also, mentioned that concrete is rough. You can be cut by carrying a concrete block. The blood was not Navaeh's but supposedly the girlfriend (not JB) and GK's. Is that why there was blood found at the motel.

There's quik set and Por/Rock. Quik set is a casting plaster and Por/Rock or Rockite sets very fast and has concrete already in it. Sets up in 20min. and steadily stronger over time.

1st bolding - Sadly, this is SELDOM ever the case. G/friends, mothers are rarely held accountably when their children are the victim(s) of a predator THEY have allowed in their midst.

2nd bolding - THIS is true, consequently most Judges/Parole Boards set out special conditions that SO's have NO internet service ........ sadly these conditions are supposed to be monitored by the SO's probation/parole officer..... who, all too often, drop the ball ...... we blindly trust these agencies, including Child Protection, to ... I am so glad the case was on AMW and it is being looked into again and hopefully will be solved so her family can have closure. As far as things like that happening around here, no, Ft. Wayne is a big city but still you don't hear of things happening like that there often at all-more of domestic or drug related shootings.

Hi LoneTraveler, I'm wondering how they knew what the clothing looked like if the body was fully encased in concrete? LE wouldn't touch that as it would be the job of the coroner to move the concreted body. If the fisherman was able to chip away a little piece I am guessing it was QuickSet concrete.

I'm heartbroken about this as is everyone.

But about that tat? My 20 yr old daughter has a full tat on her forearm. She had half done last year and the other half just 2 weeks ago. I just asked her if it bled. She said while they are doing it, it bleeds. But they wipe it up, and when they are done they patch it up.

She said she had no bleeding on her tat at home. And this is a big tat, trust me :) So I agree with you here.

Not likely, unless they do very small jobs. My uncle is a concrete contractor, he has the plant deliver concrete to the job site. If the perp used Kwik-crete, he could have purchased it at any building supply store. It would be totally stupid to approach a concrete contractor about buying cement to hide a body - it would be so out of the norm that it would definitely be remembered.

I have multiple tattoos that were done at various times throughout my life. The most any of them have ever bled has been enough to barely soak through the thin gauze they tape over them when you leave the chair.

Also, I use to fish for an hour or two every single day for years on my way home from work. Longer on the weekends. I can't for the life of me recall any time where I cut myself. Not saying he's lying, but come on... you're fishing! You are generally relaxed!

Quick crete has regular concrete and one with quick set (maybe more). Can set up very fast. Redi mix usually is out of a concrete truck or you can buy it in small trailer for home use. Redi mix sets up fast but not as fast as quick crete.

I'll share a little secret my mom told me years ago (when I first became an advocate for children's safety). She lived in Oklahoma, and grandad was a navy officer. Anytime a child was found hurt or disappeared (yup, it happened back then - we just didn't hear about it). All the dad's would get together, and the perp disappeared -- never to be seen again. Cops looked the other way. I guess back then everyone knew when there was bad blood in the neighborhood, and "they" took care of it. Of course mom never said they killed anyone, but it sounded like they made sure he never came back to their neighborhood.

I don't condone vigilante violence, but maybe they had the right idea in the good ol' days.

If you go thru the trouble of encasing a body in cement WHY would you not sink it in the river itself? If you are going to bury something you bury it... if you are going to submerge something you sink it. You don't partially bury something and than pour quick crete on it like icing on a cake and you certainly would not sink something in shallow water. So what is this telling us????

My husband used a whell barrel, water hose, rake to mix it, and a shovel when we added a side walk to the back patio.

So if they did it right there probably a bucket shovel and river water.

If this is Nevaeh and it turns out one of mom's sex offender boyfriends is the fiend who did this then Nevaeh's mother should be charged with child endangerment.

I just heard of a case on the radio this morning that a child molester was arrested via a sting with LE posing as as a fellow pedophile and the arrested monster shared his collection of kiddie porn including a video of himself victimizing a child.

I can hardly speak, being from Monroe almost all my life, it hits home as if I knew the child. Just today I was involved in a case where CPS removed a child, because she is engaged to a RSO who just went back to prison for violation, being around this mother and child. The mother stated she read his case file the girl and the RSO talked about having sex before it happened, so she knew what she was doing. The girl also was special needs. I wanted to pull up this case and just show her what could possibly happen. But the mother is in love and would never do anything to hurt her. This is unreal. I have a science brain and would love to figure out how fast of a current could move at least 80 pounds of a person and concrete.. I think who ever did this... if they attempted to sink it... most likely didn't throw it out that far and it drifted to the shore. If we do the math with the river current and estimate the weight of the concrete containing Neveah we could possibly figure out the point of entry into the river....

From the description of the man and boy fishing, it doesn't seem like it was a very thick layer covering Nevaeh's body if he was able to scrape it away.

I vote for stupid. I think the perp thought the concrete would seal in any odor, what they didn't realize is that a thin layer of concrete will crack and sink as the soft body decays. I wonder if there was dirt shoveled over the concrete in an attempt to hide it.

I think who ever did this... if they attempted to sink it... most likely didn't throw it out that far and it drifted to the shore. If we do the math with the river current and estimate the weight of the concrete containing Neveah we could possibly figure out the point of entry into the river....

The live report said that she was found in a shallow grave, not encased in concrete but covered in it.

From the pictures, it looks like the area where she was found is made up mostly of big slabs of rock. Maybe the perp thought if he tossed some dirt and a few stones over the concrete slab it would blend in.

I brought my post over as it's moving fast (below). Also, mentioned that concrete is rough. You can be cut by carrying a concrete block. The blood was not Navaeh's but supposedly the girlfriend (not JB) and GK's. Is that why there was blood found at the motel.

There's quik set and Por/Rock. Quik set is a casting plaster and Por/Rock or Rockite sets very fast and has concrete already in it. Sets up in 20min. and steadily stronger over time.

I have seen that suggested before along with monitoring with ankle bracelets and such. The cost for monitoring and tracking is a big roadblock for state agencies.
My vote is to send them all to thier own island that is infected with an illness that they may suffer slow, painful deaths. There is no cure/rehabilitaion for them, IMO.

I can hardly speak, being from Monroe almost all my life, it hits home as if I knew the child. Just today I was involved in a case where CPS removed a child, because she is engaged to a RSO who just went back to prison for violation, being around this mother and child. The mother stated she read his case file the girl and the RSO talked about having sex before it happened, so she knew what she was doing. The girl also was special needs. I wanted to pull up this case and just show her what could possibly happen. But the mother is in love and would never do anything to hurt her. This is unreal. This is one of my worse days in a long time.
