Pugliese was 82 years old when she was reported missing in December. Her body has never been found.
The Polk County Sheriff's Office accuses Edward Caldwell, 35, who had been living with Pugliese, of manipulating and exploiting her.
Caldwell faces multiple charges, including negligent manslaughter, neglect of an elderly person and grand theft. He is being held on $435,000 bail.
The Sheriff's Office accuses Caldwell of stealing about $174,000 from Pugliese, which includes an attempt to sell her home on Oak Run Circle.
