I believe it's not for comparison purposes, not in this case, but for data storage and future comparisons and studies. For example, RA could have shot someone sometime and left a spent casing that could be matched. Just a guess.The more I learn about that issue, the less I know.
What is a test fired cartridge case? That's what was entered into the IBIS database.
How are they able to compare that to the cycled casing?
