Americans, if we are going to have a country, and social programs, that are the envy of the world, we cannot allow fraud, and abuse, to exist.
Entitlements are more than 50% of the Federal Budget; WHY HAVEN'T WE PAID BETTER ATTENTION TO THEM?? THE PROGRAMS ARE ALL RIFE WITH FRAUD
Entitlement programs, must FIRST, and foremost, be protected, AT ALL COSTS, against fraud waste corruption infiltration invasion and abuse.

BEFORE PASSING HEALTHCARE REFORM - FIX THE FRAUD FIRST
LET'S FOCUS ON FIXING THE FRAUD IN ENTITLEMENT PROGRAMS http://bit.ly/tUYJa AND FIX AMERICA'S FUTURE IN THE PROCESS, no matter if they are federal, state, county, or city. This can easily be done with aggressive use of the existing E-Verify program, which will immediately begin to shed illegal immigrants from the programs, and also begin to catch up with the enormous number of scams that have been going on for generation after generation.
Next, and this is very important, it's likely to be very contentious, but must be successfully argued through, it is absolutely mandatory. We must be able to positively identify every American, especially Americans that we are giving money to, so that we are able to eliminate the massive amounts of existing fraud. To do this, beginning with Medicaid, a person receiving entitlements, needs to register to be biometrically identified. This will begin the process of eliminating the massive fraud that exists, and continues to grow, within the entitlement programs. In this day and age of computers and databases, we shouldn't allow this fraud to exist for one more minute without addressing this very major problem.
The amount of fraud, in the 50% of the federal budget entitlement programs ($1.5 Trillion Dollars), could be 30%, or even higher. That's $450 Billion Dollars in Fraud.
There should not be any Congressperson against our attempts to eliminate fraud; if there is, there is good reason to question them at lemgth, as to their real reason for being in Congress.

Illegals, must be given the message, that they need to leave our country, and this must be done at the highest level. Instead, our President, has been promising illegals citizenship, which almost begs them to stay. Illegals, especially the ones still in their own countries, don't need our President encouraging them to come here.

FIXING HEALTHCARE:
1. European Drug Prices (personal savings - IMMENSE)
2. Tort Reform (medical insurance cost savings 8%)
3. Time & Effort required to obtain payments (medical insurance cost savings 8%)
4. E-Verify, biometrically identify, all recipients, immediately beginning with Medicaid (insurance cost savings est. 20%, likely much more)
E-Verify, with ensuing improvements, CAN, AND MUST BE USED, to control ALL & ANY entitlement programs otherwise they assure our downfall
It's all about designing and building a database to control fraud and waste in government spending on Entitlement Programs. I could do the design myself with some top notch, young energetic, low on the totem pole, database familar, government employees, maybe every department, that has their own, or interfaces with other databases, could send a design rep (I helped design, and solely did the implementation of a massive databse 25 years ago; the story is one of reducing a very complex structure, to child's play, and continuing implementation ease for all types of uses). Saved the company 100's of millions of dollars and it is used as a standard all throughout the company. It would cut the size of ALL GOVERNMENT by 50%. and more.....we could actually have a balanced budget, maybe start paying down the debt in a few years
