Don't dismiss the missing from Los Angeles and even further north. Needles is a place where people travel to get further east, especially going towards Texas and the southern states.

Yes, that is definitely a possibility -- the murderer left the LA/Orange county area going in the direction of Las Vegas, yet when the 15 and 40 separate, they stayed on the 40, heading towards Arizona.
 
That looks like a pretty good possibility.

Another point of match: Roxanne is described as wearing a "pint tshirt," which I assume is meant to be "pink."

The trucker she left with is said to be from Texas; May 4 to about May 7 is plenty of time to get across the southern part of the country in a truck.

I found these articles about her disappearance, but nothing after 1992.

"Pint" could also mean "print". as in it had a print, it wasn't solid color. That's all I got. No potentials that haven't been listed.

I got ahold of a photo of this Jane Doe's teeth. Her NamUs or DoeNet casefiles make no mention that her upper teeth protrude outward, or that she had a chipped upper-front-right incisor (#8), or that her #8 crossed slightly over her #9.

The photo isn't presentable in a public forum, so I created this depiction of what her smile would look like (aside the official facial reconstruction).

It also appears that she had an underbite. With her rear teeth clinched, there is very little overlap of her upper teeth over the lower teeth.

Location Found: E/B I40, 1.7 miles E/O E. Broadway St. - Needles (San Bernardino County) CA.

Circumstances (UP2475):

Jane Doe #06-03 is a female, possibly a transient, between 26 to mid 50s, 4'8" to 5'1". She had long wavy black hair. At least one pregnancy. Her body was found in a drain culvert under Interstate 40 between Needles and the California/Arizona border. Identity may only be established with dental X-rays and DNA (refer to CODIS #BK-03-000464). Possible comparison with "smiling photographs" (showing teeth).
 
This lady's page on NamUs has recently been updated (I'm not 100% sure of the update because when NamUs limited users to 50 cases, I ended up no longer tracking this one). It does look like they have a more exact location of where she was found --

42 ft. N/O I-40 FWY, at Mt. Springs Rd, Needles, CA 92363 (San Bernardino County)

Her DNA has also been submitted and the tests are complete.

Situated on the western banks of the Colorado River, Needles is located near the Californian border with Arizona and Nevada.[6] The city is accessible via Interstate 40 and U.S. Route 95. The population was 4,959 at the 2020 census, up from 4,844 at the 2010 census."

So I think that this was just a dumping site for this female's body. Needles only had about 4000 people, everyone knows everyone. But looking at the map of the area is very revealing.
If we use I-95 as the transportation route that the killer drove
To the North, you've got Las Vegas only 112 miles north. To the South, there's Blythe,California 96 miles away.
To the EAST off of I-40 we've got Flagstaff, AZ. (209 miles away)
To the WEST of Needles,CA on I-40 we've got
Barstow. CA where a major intersection of interstates occur
Look at these map coordinates
Needles
If it were a trucker giving her a ride, he'd need to girl and he'd stay on a main road. As would a tourist to refuel and eat and sleep.
