Investigators say leads are still coming in, but not as many as the weeks after Lockhart's dismembered body washed up in South Mississippi. One of those leads is phone records. They're focusing on several days before and after June 6, the day the New Orleans woman disappeared.

FOX 8 legal analyst Joe Raspanti said the case offers a tangle of jurisdiction issues.
"They gotta figure out where this young lady was killed, that's the main thing," Raspanti stated.

Another question Raspanti said must be answered is whether the victim was kidnapped from New Orleans.
"Where ever the murder occurred, you can bet that that's where the prosecution is going to start and finish," he said.

"We got a call yesterday evening that they were at a little party at a Loranger restaurant," Adam said. "When they left the party, Tangipahoa Parish deputies made a traffic stop on them."

Speaks' criminal record in North Carolina dates back to 1995.

Surry County deputies couldn't find Speaks for nearly a year until he was found in San Diego, Calif., in February 2006. Speaks was charged with failure to register as a sex offender, a probation violation and fraud and was in prison until January 2009, department of corrections officials said.

According to Detective Buck Turner of the Surry County Sheriff's Office, Speaks was convicted of the indecent liberties with a minor charge on May 3, 2003. Speaks was in prison until 2005. It was then that he failed to register as a sex offender. Turner said Speaks was not from Surry County, but had moved here when the offense occurred.

NEW ORLEANS — It's been a year since pieces of Jaren Lockhart's body began washing up on Mississippi's Gulf Coast and almost that long since two people seen leaving a Bourbon Street strip club with the dancer were named as suspects in her death and dismemberment.
One, Margaret Sanchez, 29, is free. "We think she's somewhere near Las Vegas," says Glenn Grannon, an investigator with the Hancock County, Miss., Sheriff's Office.

Studies of Gulf currents at the time indicate the body was dumped somewhere off the Mississippi coast, Grannan said.
Still, it remains unclear where she was killed and exactly where the body parts were disposed of.

Kenner Police will now take the lead on the investigation into the 22-year-old's murder, with continued help from Grannan's detectives and the FBI. Authorities hope the agencies' combined resources can help finally find justice for Lockhart.

"Nobody, absolutely nobody deserves to have their life ended this way," Kenner Police Chief Steve Caraway said.

No developments from the evidence has been released. However, Caraway said investigators in Hancock County believe the killing didn't happen in Mississippi.

"There is some evidence that was collected -- some forensic evidence -- that is still being examined. So we don't have the results of that," Caraway said. "We will seek the results of those examinations."

The FBI said it is working to process the evidence that was collected.

"Some of the processing on evidence we have received has been completed and we have shared the results with our partners. More lab examinations of evidence continues as the investigation into the crime continues," the FBI said in a statement on Tuesday.

A Confession & New Gruesome Details Emerge In The Jaren Lockhart Murder Investigation

Kenner Police Chief Steve Caraway says 30-year-old Margaret Sanchez has been booked with second degree murder and obstruction of justice.

“That pertains to the dismemberment. The cutting up of the body and throwing the body into the Gulf,” explains Kenner Police Chief Steve Caraway.

“At this point obviously he has not been charged. He is in custody in New York,” says Chief Caraway.

Chief Caraway says the confession did not lead to Margaret Sanchez’s arrest. Instead, he says new witnesses and technology played a major role.

Chief Caraway now says Speaks has confessed to the crime saying he and Sanchez killed Lockhart, cut her up, and disposed of her. According to Chief Caraway, Lockhart agreed to leave with Speaks and Sanchez after they offered to pay her to party and have an encounter with the two. As to what went wrong, that is still a mystery.

"Some witnesses were people that weren’t even mentioned by the Mississippi authorities. Just due to the going over that investigation – those statements, those reports that were done by Hancock County, our investigators were able to locate some additional witnesses."
Caraway went on to say "significant" evidence was collected Wednesday when Sanchez was taken into custody.

10:44 a.m.: Caraway: Today I'm here to tell you that during the past two weeks the people you see behind you, our in were able to develop new information on this case within the last two weeks that led to the arrest of Margaret Sanchez yesterday.

It is by no means over and done with. We still have a lot of work to do that hasn't been done in the past.

In just two weeks they were able to do something that hasn't been accomplished in a year or two.

10:47: Terry Speaks is still suspect. He is currently in custody and he's not going anywhere.

10:48: At this point, he hasn't been charged we have been to New York to do interviews.

Police say 'very significant' new info led to arrest in Jaren Lockhart murder, Speaks remains suspect

Caraway said license plate recognition cameras that are used to locate car thieves showed that a car tied to Speaks and Sanchez was in Kenner shortly after a surveillance camera showed them leaving a New Orleans strip club with Lockhart after her shift there on June 12, 2012.

"Some time later they were picked up going to Mississippi and returning here from Mississippi after staying in Mississippi for just a brief time," he said.

It's not clear where Lockhart was killed. Investigators believe the killers tried to clean up the crime scene and DNA evidence is not yet back from the FBI, Caraway said.

He said the FBI has assured detectives that they will get the remaining evidence.

"Obviously, this isn't the only murder case their lab processes. ... And there's new evidence that will be sent to them," he said.

The new evidence was collected at her parents' house, where Sanchez was arrested, Caraway said.

Arrest report says Terry Speaks confessed to crime

According to the arrest report obtained by WDSU, Speaks provided information that “he and Sanchez had killed a girl in Louisiana, cut up her body and dumped it in a body of water.”

The arrest report also revealed grisly details of the mutilation of Lockhart’s body to conceal her identity. The report stated that “swatches of skin which bore different tattoos, were strategically removed from the victim’s body.”

Lockhart’s Family Speaks: Arrest Made In Jaren Lockhart’s Murder

“We’ve all just been trying to hold together. It’s a hard thing to do, but we struggled a lot,” says Lance Lockhart, “God has probably prepared us for this situation. He knew. He knew this day was coming.”

“I’ve just been really patient. I knew we’d come to ahead and everyone would get what they deserved. It just took time,” says Lance Lockhart.

Jaren Lockhart was only 22-years-old. Her family says they’re lucky a piece of her still lives inside her five year old daughter Rylie.

“She was a good person. She loved everybody,” says Jaren’s mother Donna Lockhart.

It’s hard for Donna Lockhart to speak about her daughter, but she has a burning question she’d like answered.

“I want to know why you killed my daughter. She didn’t deserve it. I’d ty to get them to tell me why they did it,” says Donna Lockhart.

Kenner Police announced an arrest warrant for Terry Speaks for second-degree murder and obstruction of justice. Speaks is currently in federal custody in Otisville, N.Y. on an unrelated charge, but he is scheduled to be released from the federal prison in October.

According to Kenner Police Chief Steve Caraway, Speaks will be extradited to Louisiana for the murder charge and obstruction of justice, as well as failing to register as a sex offender.

The warrant for Speaks' arrest was not unexpected. Speaks admitted his involvement in Lockhart's death to two inmates at the New York prison, detective have said. One of the inmates claims Speaks said that Sanchez and the victim got into a fight, "and that the female ended up dead," Kenner Police Detective David Stromeyer testified last month.

Those inmates, who have not been identified, sought deals with prosecutors in exchange for providing information about what Speaks said, the detectives testified.

Last year, after FBI and Hancock County detectives spoke with Speaks at the federal prison, he darted off an email to Sanchez, angrily telling her he "cleaned up the mess."

Sanchez, 30, said nothing other than “yes” when asked by 24th Judicial District Judge Stephen Grefer if she was pleading not guilty to the charges.

She otherwise spent most of the hearing shackled and rubbing her red, bleary eyes as she stared out the window of a courtroom at the Jefferson Parish courthouse in Gretna.

Five days after Bourbon Street dancer Jaren Lockhart's torso washed up on a Mississippi beach, Margaret Sanchez told detectives she knew nothing about the woman or the details of the killing. She said that on the morning police think Lockhart was fatally stabbed, she was in Kenner, vomiting and defecating throughout her house because of "bad shrimp" she ate the night before.

Her statements were made during an interrogation 2 1/2 years ago, and a transcript of the interview was filed into the court record Monday as Sanchez and co-defendant Terry Christopher Speaks near trial. The transcripts and other documents provide the public with the first look at the early stages of the Lockhart homicide investigation and Sanchez's initial response to being a suspect.

"He's supposed to be my husband," Sanchez told detectives. "But I guess he's not my husband, because I'm being told that Allen isn't even his real name."

Sanchez replied, "Is that the girl I keep hearing about, that everybody keeps telling me about from the news?

"Yes," Grannan replied. "Do you understand that you left, you and Allen left the bar with her, OK?"

"I felt so bad for her family, because I had a friend, my friend was Addie Hall," Sanchez said. "She was cut up and was cooked, and her boyfriend jumped off a hotel."

Terry Speaks, the former Kenner resident accused of killing and dismembering Bourbon Street dancer Jaren Lockhart, is scheduled to stand trial next week on a charge of failing to register as a sex offender in Jefferson Parish. Authorities say Speaks, 42, didn't tell them of his sex offender status after he moved to Jefferson in early 2012.

"The state is ready to try that case," Assistant District Attorney Tommy Block announced in court during a status hearing Tuesday (March 4). He said, however, that the case might "resolve itself" by Monday, suggesting Speaks might plead guilty.

The state knows of no impediment to the June 15 trial date for Mr. Speaks," Block said. "So we will be ready to proceed on the homicide charge on that date."

Asked by the judge whether he anticipates delays, Speaks' attorney, John Benz said, "Not at this time."

Sanchez was in court, too, but her case was not addressed. Prosecutors have said they plan to put her on trial after Speaks, but a date has not been set.
