Police removed a barrel that is believed to contain a body from the Toronto harbour just before 1 p.m. Sunday.


The body is believed to be encased in concrete, Homicide Detective Hank Idsinga tells CP24.


Police divers discovered the barrel near Queen's Quay and Jarvis Street, near the Redpath sugar refinery. Police spokesperson Tony Vella won't say how they were led to the scene.


Police say they can't confirm the gender of the person but they don't believe it is a child.


The marine unit was called in to assist the homicide squad in pulling the barrel out of the water.
 
There's no doubt police are dealing with a homicide and most certainly the work of more than one person, police Det. Justin Vanderheyden told Toronto radio station 680 News.

"A definitely deliberate act, this isn't something that was done by a single person, he said. "Obviously that barrel full of concrete is going to weigh quite some amount of weight, so I'd speculate this is going to be some sort of organized effort to get this body here."

Yellow police tape was placed around the scene at a grimy area of Toronto's waterfront, dominated by docks and warehouses

[snipped...]TORONTO - Toronto police are working with their counterparts in Montreal and Ontario on the identity of a body found encased in concrete inside a rusted barrel dumped in Lake Ontario.

A Montreal police spokesman said Monday he supposed the contact among police forces may be related to a suspected kidnapping in Quebec last week.

"We had a missing person last week. It may be that. It's one of the suppositions that I'm making," said Const. Daniel Lacoursiere in Montreal, who added that he did not know "exactly" why Toronto police were in touch and that he could say no more.

Paolo Renda, a reputed major player in the Vito Rizzuto crime family in Montreal, is missing and believed to have been kidnapped from his car near his home Thursday afternoon.

The police in Toronto were not saying Monday whose body they think is in the barrel and would not provide details of their communication with police in Quebec.

Police have identified the body found in the barrel in Lake Ontario on the weekend as 47-year-old Quang Lu, who was living in Thornhill when he went missing in 2007.

On October 26, 2007, Quang LU returned from a trip to China. He was last seen by a family friend on October 30, 2007, and since that date no one has seen or heard from him.
Given his private nature, his family was not immediately worried about his whereabouts. As time passed, the family became more concerned and notified police at the end of December.

During the course of the investigation, police determined that his vehicle a 2004 two-door grey BMW Z4 convertible with Ontario plate AVBC 138 is also missing.

Quang Lu, 47, went missing in October, 2007, shortly after returning from China. He was reportedly a loan shark, and lived a ‘‘high risk lifestyle,’’ said Detective Hank Idsinga of the Toronto police homicide squad.
“Mr. Lu does have ties to Asian organized crime,’’ he said.
Police found the body in a barrel in the water near 125 Queen’s Quay East not long after they received a tip.

Lu, who lived in the Hwy. 7-Bayview Ave. area, regularly visited the home, but Vander Hayden refused to elaborate.

A neighbour who didn't want to be identified remembered that no one was ever home during the day three years ago, but at night expensive autos would drive up and there would be a steady flow of people in and out of the two-storey home.

Neighbours were stunned to learn that the home could be connected to the slaying of Lu, known to police as a dai lo, a gang leader, who controlled a loan sharking operation that operated at some Ontario casinos.

The Scarborough home where a Vietnamese gangster likely was murdered and then put in a cement-filled barrel has yielded biological evidence...

The home was raided about three years ago, before the murder, and police found a marijuana grow-op in the basement. The home was being renovated to repair damage caused by the grow-op when Lu was apparently murdered and the evidence was found under the renovation work, Vander Heyden said.

More evidence was found in the garage where police believe the body was put in the barrel.
