"A Portland multimillionaire who repeatedly molested a neighborhood boy has agreed to pay his victim $1.6 million and spend about nine years in prison.

The deal, approved Tuesday in Multnomah County Circuit Court, is unusual because most defendants haven't accumulated the wealth of Scott Raymond Strickland -- a former doctor and Alaska Airlines flight attendant, said Josh Lamborn, the civil attorney for the victim. Until last year, Lamborn worked as a prosecutor, specializing in child sexual abuse cases, and he now represents victims of sexual abuse, among others......."

So, what are the mitigating circumstances that make it unlikely that Strickland will not re-offend? Did he promise or did the child's parent make certain that this would be unlikely again?

And last time I checked, 1st Degree Sodomy is NOT "molestation". It is rape.
 
Sounds like rape to me. I wrote Ms. Green, the reporter, a note. Let's call it what it is.

Oregon Revised Statutes

163.405 Sodomy in the first degree. (1) A person who engages in deviate sexual intercourse with another person or causes another to engage in deviate sexual intercourse commits the crime of sodomy in the first degree if:
(a) The victim is subjected to forcible compulsion by the actor;
(b) The victim is under 12 years of age;
(c) The victim is under 16 years of age and is the actor’s brother or sister, of the whole or half blood, the son or daughter of the actor or the son or daughter of the actor’s spouse; or
(d) The victim is incapable of consent by reason of mental defect, mental incapacitation or physical helplessness.
(2) Sodomy in the first degree is a Class A felony.
 
"Judge Julie Frantz said Strickland must turn himself in to jail in about two weeks. The extra time between now and then will allow Strickland to liquidate his assets so he can pay the victim." From link:

I wonder if he was required to surrender his passport? I am only guessing that he has one, not sure.
 
Being that the last time he was released on his 4 million bond, he attempted to commit suicide by stabbing himself in the neck with an X-acto knife, this almost seems like another opportunity. I don't like that as the boy probably wouldn't get all the funds nor would Strickland have to do his measly 9 years.

He certainly seemed ready to give it up. I wonder what else was found that the victim didn't want to testify about and Mr. Strickland didn't want aired in court? I'm not going to believe that there was a single victim. That is not a typical MO.

I'm also unwilling to accept that any sort of mitigating circumstance will prevent Strickland from abusing again, unless he has a terminal illness. He could be suffering from all sorts of physical sexual dysfunctions but that does not preclude abuse.

Does this strike anyone else as a reasonably quick brushing under the carpet? I'd like to know just how many children Strickland had access to in his medical practice, his years as a flight attendant, via travel, and through connections with his great wealth.
 
I have been following this case for years-it is about time.
 
These stories always seem to be the tip of the iceberg, with massive amounts hidden beneath. I, too, highly doubt this is his only victim. That just isn't the way it works. I truly hope the boy does get the settlement amount so that he is able to afford all the services he needs to recover.
 
IIRC, Vanity fair did an excellent article on this guy, the allegations and the set up in terms of his staff procuring the boys for him.

BBM - So, there was more than one, of course. However, what is the deal with the staff procuring them? Egads. Are they not being prosecuted?

His license was stripped because of "inappropriate" behavior in 1999. Was that with this boy or another one?

You do have to give them credit for moving fast on this case, though.
 
Strickland practiced for 18 years in Minnesota as a specialist in HIV. There are tens of thousands of infant, toddlers, children and teens infected with HIV. Did he strictly limit his practice to treating adults or did he have child patients? I would think that an HIV specialist would see all ages of patients.

Also, when he moved west, why did he become a flight attendant, if not to have further access to children (I can imagine a male steward assisting a male child in-flight) and to travel? I wonder what routes he flew. I think that the airline (which BTW is also Horizon Air and flies into my local airport) should provide a photo of him in uniform so that families and children can determine if he has had inappropriate contact with any child on the job.

The comments under the Oregonian article are from people who are very confused. This is an unusual case in that he's pleading guilty and the child does not wish to testify. I truly wish children who disclose would be given better support to testify. So much comes out at trial that is hushed in any sort of plea bargain. It also allows the child a form of closure IMO. It's not easy. Neither is being a victim.

Can anyone find the article mentioned above from Vanity Fair. I looked and didn't see it. Believe, would you be good enough to explain your following of this case. I had not heard of it before.
