Circumstances of Disappearance
Ellen Burleigh disappeared in 1977. She had graduated from Pleasant Hill High School and gone on to Heald Business College, where she had done so well that the school hired her. She answered a call from a man looking to open a new office for the Helena Rubinstein Cosmetics company in Pleasant Hill.
Ellen set up an interview the following day, September 10. When she arrived at the Regency Plaza Shopping Center on Contra Costa Boulevard, the man told her the shopping center was still under construction and he'd have to interview her in his van. Ellen was uneasy, but the man did nothing untoward. He called later and asked her to come back the following day, to talk again. Ellen went to see him, and she never came back.

Roger Reece Kibbe, the man called the "I-5 Strangler" by authorities pleaded guilty to killing Lou Ellen Burleigh, in October 2009. Kibbe agreed to help police find Burleigh's body, near Lake Barryessa in Napa County, in a plea deal that spares him the death penalty.

WCPD: Lou Ellen Burleigh's body found after 34-years

The body of Lou Ellen Burleigh has been found.

The Walnut Creek Police released the following information on the discovery of Burleigh, who has been missing since 1977:

In 1977, Lou Ellen Burleigh (21 years old) left her Walnut Creek residence and went to a job interview, she never returned home. Her vehicle was found later in Pleasant Hill.

A suspect by the name of Roger Kibbe was developed but the case went cold. In 2002, San Joaquin District Attorney Investigator Bertocchini resubmitted DNA evidence in the Interstate 5 strangler cases from the 1980's. The DNA examination identified Roger Kibbe as the responsible. Kibbe was currently in custody for a murder in El Dorado County. Kibbe was interviewed and confessed to several I-5 strangler cases

Wow! Glad LE was able to find Lou Ellen. Very sad that she lost her life but glad her family can now give her a proper burial and another cold missing persons case has been solved.

Earlier this year, Napa County sheriff's Deputy Michael Bartlett became interested in the case and checked a spot around where Kibbe described dumping Burleigh's body.

Bartlett found a "small piece of bone sticking out of some gravel on the bottom of the creek bed," police said. A DNA lab confirmed it belonged to Burleigh.
From this article. Thank goodness for the efforts of Deputy Bartlett.
