If you were suddenly appointed to head up the investigation, what actions would you take? And why? What would you base those actions on?

(FYI, I've previously discussed this thread topic with Tricia and gotten an OK.)

With respect, I'd like to ask that we avoid answers like "I'd arrest TH/DS right now!" However, if you think that they are guilty, tell us what actions you would take, and what you'd base those actions on, to move things along so that an arrest is feasible.

Ditto for anyone else.

Well, they haven't told us exactly what they have and don't have I am assuming they have very little. I would get new investigators and start from the beginning, the school and work out from there. re-interview all the witnesses. Double check all the timelines. Do it all over cause I think they have missed something important, that's just a nagging feeling that I have.
 
It would be easier to reply if we knew what information they have...

I suppose I would read through everything the first day or two and try to figure out if there are still some places that need to be searched because the most important evidence is wherever Kyron is.
 
I think that LE has spent too much time focusing on TMH and seem to have boxed themselves into thinking that the stepmom is the culprit. Time to think outside the box that has Terri as the perp and seriously consider other possibilities. jmho
 
The way things stand, either LE is right on top of this case and almost ready to move forward, or totally...stuck. And if it is the former, than there is no need for new investigators to come in. But if it is the latter, than they would have to go back to the very beginning, pretend it is June 4th, at 4pm all over again, and just...start over. There is nothing to lose, Kyron's well-being is no more in the balance now then it was then and if anything, they do not have the urgency of thinking he may be alive in the woods and need immediate rescue.

It's very hard to tell whether LE is truly in a quandry or up to speed, as the view from the outside would be indentical in either case. While I've always been a proponent of LE, this case makes me very uncomfortable in that the almost total news blackout from LE, when a child is at the center, is more than unsettling. I could very easily believe that they have nothing but suspicions to go on right now.

I think I would make sure than no known SO's had slipped through the cracks in the early interview process, that alibis are really solid for those they have cleared, that all far-flung relatives of all families concerned have been interviewed, and then read and re-read all of the case notes. We've all seen it, if we watch Cold Case Files, how often the answer is in the old files.
 
Here are my first answers.

I'd have them stop making up fliers with pictures of white pickup trucks. Instead, I'd circulate posters with photos of known sex offenders in the Portland and Vancouver areas:

I'd put special emphasis on any who are currently not registered or whose address isn't currently known. At the same time, I'd also ask other LE agencies to verify where those with a track record of predatory behavior, especially toward children and/or small boys, were on June 4.

Those files are a matter of public record, so they could be used. After all, they circulated photos of a truck and two women not accused, let alone convicted, of a crime, so they can circulate photos of convicted sex offenders.

I'd set up a special tip line for anyone who believes they've seen or knows anything about one of those offenders.

I'd expand the investigation. Because Kaine has raised issues about TH's mental health and drinking (i.e. friends later told him booze disappeared when she was around), as have DY and TY, I'd have all friends and colleagues of all parents interviewed. I'd put special emphasis on KH's friends, work colleagues, and those known from hobbies or special interests (gym, tennis, etc.) I also would want to know if KH had ever shown an interest in bodybuilding, because TH doing so seemed unusual to me and sometimes a woman will try something if her significant other/husband is interested in something. (Good grief, I've sat through boring car races, never mind!)

I'd also want to know who's visited in the Horman home, and who may ever have been there to perform any kind of jobs. I'd want their impressions of both parents and the environment. At this point, if TH is the focus, we need to understand more about her, and the dynamics of that entire situation.

And I'd look into why Kyron reportedly stayed in bed, as well as reports (I think I remember this correctly) that he was not only timid, but afraid of the woods around their house. Most kids, especially boys, look at woods as places for adventure, not fear.

I'd ask at school and within the school's parent community about Kyron, and if he ever seemed afraid or worried. I'd also ask that same community if they had ever noticed anything that seemed "off" about the family dynamics--or any situations/dynamics within that school.

I'd haul TY in and ask him why he pre-empted my department's investigation by providing an early lecture on "what to expect" (which often is a key part of LE's early approach) and then provided his own analysis, which is only hearsay, to the media. I'd interview him about why he thought Kyron cried and didn't want to go home. He may have some crucial thoughts.

I would look into MC's relationship with KH, yes, all the way back to HS and try to figure out why he interjected himself. I'd really look hard at JW, and especially so at his foreign connections and the things he wrote in his letters and postings--including where a body could be found and oh yes, the joyous celebration when Kyron comes home, a day bigger than JFK's assassination.

I'd take a real deep look at that landscaper and all his known associates, employees, employers, and family. I'd look hard at anyone who works for the school or who had access to the school, either doing work or even delivering packages.

I'd focus on those types of inquiries rather than trying to prove that TH did it (whatever the "it" is). Instead, I'd do these other things, and I'd also make those actions as public as possible. After all, if they can name every friend of TH's who got interviewed/searched they can certainly tell the public that they're interviewing Group X or Group Y. Maybe if the public knew more, they could provide more info.

And maybe the public could provide more info if they had more information themselves.

Now back to work. I've asked Gates to bring in files, lots of files, and go over them personally with me.

Let alone all the other work I've just laid on them. Reports to me every 24 hours, required, with documentation, on every aspect I laid out.
 
I would re-interview all faculty, staff, and contracted workers at Skyline, and I would also either obtain or perform background checks on anyone who was not required to be at the school for the entire day. The background checks should be analyzed, and not for only the obvious, either, but patterns or escalations in terms of those who may have committed crimes.

If someone had a legitimate reason to be at the school that morning and a legitimate reason to leave at an earlier time than would be expected, as is the case for contracted workers, delivery persons, and perhaps maintenance workers, I believe LE should closely follow-up with these persons.

My reason for this line of thought is two-fold -- Based on what I have been able to gather from interviews and news reports, Dave Stensen was not, IMHO, interviewed as thoroughly as he should've been. He had information pertinent to the case, and LE seemed oddly unaware of him, or at least not as aware of him as they should've been. How many others associated with Skyline may have information pertinent to this case? Also, focusing on Terri and her friends and the people with whom she has had interaction (such as the landscaper), has not brought Kyron home. This singular focus has not yielded an arrest or an indictment by the grand jury. When a scientist tests a hypothesis, the scientist doesn't, or shouldn't, test in a way that will only yield the results he or she knows will prove the hypothesis. The tests should be conducted in a way to find the truth. The focus has clearly been on Terri, and the focus has clearly been on Terri's friends, and yet the hypothesis, if you will, has not been proven true. There is not enough evidence to support it. Why not? LE should want to know what happened more than they want to be right. Expand the investigation. Go in with fresh, unbiased eyes. Let's see what happens.

Well, since Kat010 has Jason occupied, I'd do this instead.
 
I would start right from the beginning with no assumptions and no prejudices and hope it wasn't to late to find Kyron. In fact they may as well do this now as they really have no where else to go with the investigation. They have been trying to fit a square peg in a round hole for long enough they need to broaden the investigation. JMHO
 
I hope they already did all that stuff that Kat listed...after all, many many people believe LE is thoroughly and correctly investigating this case and not just Terri, so all of that stuff, if it occurs to us, certainly should have occurred to some or all of the 22 agencies...

Unless the GJ decided to take a break while LE does some of that stuff...
 
I have to confess that the first thing I'd do is re-search the school. It may not make sense, but I would have to be sure in my own mind that there was no way he was in there.

I just don't know. If the FBI/BAU and associated resources are not of help, I don't know who would be.
 
In addition to Kat010's very comprehensive list (post#7), I would also engage a team of highly qualified forensic psychiatrists/psychologists and/or linguistics experts to analyze the remarks and body language of anyone involved in the case who has been interviewed or appeared in the media. And while they're on the payroll, these specialists can also interview some of the lesser-known folks who may be peripherally involved with the case by their associations with Kyron's family but who have not appeared publicly or been interviewed by the media: extended family, co-workers, neighbors, staff/teachers at Kyron's school, etc.

You would have to think Multnomah Co. Sheriff's Office to be extraordinarily inept to even begin to respond to this question--you would have to assume that you, a civilian with no LE training, know more about criminal investigations than seasoned LE veterans who are running this investigation.

I have no criticism for MCSO, because I don't know how thoroughly they have investigated this case. I'm not prepared to assume the worst about them.
