If he was last seen on the Sterling HWY, would that have taken him to CA and why would he be going Northbound on it if so? TIA.

Frank has been missing almost 30 years. Come home soon.

Usually there's far less stories about male hitchhikers disappearing vs. female ones, but it definitely can be dangerous for males too. If he was keeping in touch with family and/or friends during his journey, that is likely how they figure he probably never got to California (since there was no communication after a certain point)and disappeared somewhere before that, possibly near the last location they had on him, mentioned here.

Frank was ruled out via dentals as a potential match for 439UMAK, aka Flagpole Doe.

poor young boy... something almost always happens to hitchhikers, it's very risky to go out like that... there is almost no information, not to mention anything about this young man... I don't think he has reached California Before arriving he was surely kidnapped or murdered...
either way
rest in peace

Do we know if Frank lived in Homer and this is where his journey started or it was on his journey? And also how often he used to call home to update his location? That would help us locate where he disappeared from.
Basically Homer is the "end of the line", that's where the Sterling Highway begins/ends. To leave the Kenai peninsula he had to go North. Eventually it would lead him to California. It kinda sounds like he didn't make it out of the Homer area, but his would we know?
Some maps below to aid reference. Red pin marks the highway in Homer.
