I think most of us at one time or another in our lives, got a case of the giggles...

As they say....Laughter is the best medicine.

I don't want to translate cause it would be a novel, lol, but suffice to say, he's trying to read a bill proposition (that makes no sense to him, and is totally useless) that has to do with spiced meat products.
Glad everyone got a laugh out of it. I love it when people dissolve into uncontrollable laughter. Watch it a couple times and you're done. :)
