Circumstances of Disappearance
Stroh was last seen when she called her parents at the Four Way Cafe and Truck Stop in Wells, Nevada on October 15, 1987.
She said she was coming home that night, was hitchhiking and had a ride.
Stroh had taken a year off from college to travel and was on her way home after spending 9 months abroad.
In October 1987, convicted serial killer Tommy Lynn Sells drifted through Nevada and worked briefly for a roofing company in the mining town of Winnemucca. There, he met Stefanie Stroh, who was hitchhiking across the country. In his confession, Sells said he offered her a ride to Reno, but along the way they pulled off the road to drop acid together. Sells choked the girl to death. Then, noticing a washtub and a bag of cement mix in the bed of the stolen truck he was driving, he anchored the girl's feet in the tub, waited overnight for the concrete to harden, and dumped her body into a nearby hot spring the next morning.

I don't find Stefani listed in NamUs.

Tommy Sells confessed to her murder but LE isn't sure his confession is accurate and that he may have fabricated it.

Another POI identified as possibly responsible:

snipped from link directly above:

Dale Wayne Eaton, the man now listed as a suspect in the Shafter Jane Murder might be linked to
at least one other disappearance and presumed killing in northeastern Nevada, speculated Elko County Cold Case
Detective Dennis Journigan.
We are looking into a possible connection with Stephanie Kelly Stroh; Journigan said Wednesday.

Stefanie has been missing 23 years. Come home soon.

Tommy Lynn Sells confession was not taken seriously by police. I wonder why? Also.. he's suspected on the disappearance of Laura Bible and Ashley Freeman.

She was on her way back to SF. Her hair was definitely brown, although I saw the picture you referred to.

Bumping Stefanie's thread with a link to Diane Fanning's book
Through the Window: The Terrifying True Story of Cross-Country Killer Tommy Lynn Sells, where Stefanie's meeting with Tommy and subsequent alleged murder is described.
