Jackman kindergarten teacher arrested on child *advertiser censored* charges

"SKOWHEGAN, Maine — An award-winning kindergarten teacher who was arrested Thursday and accused of possessing child *advertiser censored* remained at Somerset County Jail on Friday after his first court appearance.

Rob P. Mocarsky, 41, who has been a teacher at Forest Hills Consolidated School in Jackman since 2002, is charged with Class A sexual exploitation of a minor under 12 years old and Class C possession of sexually explicit materials of a minor under 12 years old. Police said they found dozens of sexually explicit photographs of children on Mocarsky’s computer...."

and

“What makes this case unique is that some of the children involved were his students...."

Also at the link above:

"....In 2004, he was one of 100 teachers in the United States to win a Miliken Family Foundation Educator Award, which came with a $25,000 prize. [Principal Denise] Plante said he also has been nominated in recent years for the Maine Teacher of the Year award...."

IMO, that $25,000 price should be put into a therapy fund for the victims. Also, over 250 comments at the link, including one which says they're have been reports about this man since 2005. If there's any record of a complaint, the school will NOT be able to use the trick of saying they had no knowledge of danger and will be open to civil suits. Typically, schools cannot be sued if there is no paper trail of reported offenses.

Oh, I'm certain they thoroughly screen teachers. Unless someone makes a formal complaint, it just doesn't make it onto the radar.

We're just seeing the ones who had never been caught before. Studies show that a pedophile will abuse upwards to 60 children before being caught.

I just noticed a statement I'd missed earlier:

"Mocarsky has worked as a teacher and consultant for the Maine Geographic Alliance and as a park ranger at Acadia National Park...."

Just a wild, outside of the box thought. Does anyone remember the discussion on the Steven Derlacki thread? He's the primary school teacher from Roseburg, OR who was arrested with lots of child *advertiser censored* last year. I distinctly remember finding a very strange link to his blog from a man who said he was a park ranger somewhere back east. The "friend" was the one who kept using the word, "juicy fruit".

Stranger things have happened.

ETA: The link to the thread about Steven Derlacki is here:

http://www.websleuths.com/forums/showthread.php?t=108666&highlight=juicy+fruit

Post #18 is the one which mentions a park ranger who likes "juicy fruit". Reading it after a few months, it still rattles me. A couple of comments and the blog's still up:

http://superfanblogger.blogspot.com/2009/03/test-post-5.html#comments

"Not much about me, just I am a park ranger for a local park, I love my job, but I love juicy fruit even more!"

and

"I happened upon your Juicy Fruiter blog, and wish it were up to date. I've never read a blog before, and am anxious to read through all of your posts. Test phase is over, man. Time to share!!"

"I have something about sharing, I have to find it later. Share your burdens and your joy. Its hard to go through life alone."

One thing that strikes me as unusual about Macorsky is how much he moved around. Most award-winning teachers seem to stay in one place for quite a while. Interesting that he'd choose small schools--one with only 11 students. I'd think it would be harder to hide your proclivities in a small community but maybe the smaller, the more trusting. And there was another complaint:

More about accused teacher's past emerging

"Details are emerging about the teaching career of a kindergarten teacher at Forest Hills Consolidated School who was recently accused of possessing pornographic photographs of children.

In the last 19 years, Rob Mocarsky, 41, of Jackman, has taught elementary school in small, rural communities in Maine and New Hampshire, eventually earning a national award for his work in Jackman.

But that work was tempered by at least one complaint brought against his teaching methods, school officials say..."

and

"....The investigation began after Mocarsky allegedly had a student dress in a French maid's costume, when no other students were around, and photographed her. When the mother informed the school on Dec. 8, school officials that day interviewed Mocarsky, placed him on paid leave and notified police...."

and

"....It was evident at the community meeting Thursday, where police and school officials explained Mocarsky's arrest, that people were shocked by the news, Davis said. Parents said, "'This is my child's hero; this is my child's favorite teacher,'" he said. "This is a well-thought-of, well-regarded, nationally recognized teacher....."

Aren't they always? Ugh.

If you read some of the almost 300 (!!!) comments at the link above, you'll see that Mr. Mocarsky (I misspelled it upthread) had an interesting teaching style. He really engaged his Kinders with a job enactment exercise. If you wanted to try out being a mail carrier, doctor, contractor, etc., he had all the right props. That's a wonderful idea and even won him that coveted prize. The only problem was that he seemed to have a see through curtain where the children changed. According to a number of parents, the children stripped down to their underwear to don the outfits. Seems he also took photos, and not just of the dressed children. As for the French Maid outfit, I can't even go there. These are five year olds, for heaven's sakes.

He also had a habit of taking some Kinders on outings with limited chaperoning, according to some VERY unhappy parents. To me, it seems that when the pressure was on, he moved on.

FWIW, he's also married with young children. I worry about those children.

Mocarsky and his wife were also recently honored for their work with Operation Christmas Child in Jackman. That is a program which sends gift boxes to children around the world filled with small gifts and evangelistic literature. I remember reading about it when Laura Silsby (of Haitian child stealing fame). It also seems that his children are under the age of 10.

And this is from 2001. Mocarsky was from the Class of '91:

http://www.uvm.edu/~uvmpr/vq/VQSUMMER01/classnotes.html#90

Rob Mocarsky is serving in the Peace Corps, developing environmental education programs for the secondary level. He married KK of Russia in Petispalovski, Kazakhstan, on February 20. [I'm assuming 2001]

This tells me that we have to be mindful of his time in Maine, Vermont, New Hampshire AND Kazakhstan!! You really wonder if the US authorities trace these guys back to work they've done overseas to check on possible victims.

This is truly disturbing. The guy is smart. He moved on and laid low until things quieted down. Because no charges were filed, he was free to get another teaching job in another state. I'm all but certain that this man left a trail of victims wherever he's taught or volunteered. I wonder what he did for those four years? This is a case where it's quite clear that the teacher was aware of classroom "antics" and encouraged them. Shame on him.

Teacher Accused in Child *advertiser censored* Case Investigated Before

"41-year-old Rob Mocarsky, the Jackman kindergarten teacher charged with possession of child *advertiser censored*, was once the subject of a criminal investigation in New Hampshire for allegedly taking pictures of his students undressing.

The New Hampshire investigation occurred in 1998, when Mocarsky was working in that state. No charges were filed, but Mocarsky left that school and quit teaching for four years....."

ETA: I answered my own question. He was in the Peace Corps!! Check out my post above.

Federal charges now:

Ex-Maine teacher facing federal child *advertiser censored* counts

No explanation as to what led to the federal charges. My guess is that Mr. Mocarsky either traded or distributed some of those photos of his students across state lines or internationally. I'm also very concerned about his years in the Peace Corps.

The affidavit stays sealed:

Judge keeps seal on file in *advertiser censored* case

The arrest affidavit likely details grounds for arresting kindergarten teacher Rob P. Mocarsky

Oh my just imagine all the victims they don't know about! Scary this stuff was going on in the classroom with the picture taking.

I'll bet Mr. Mocarsky would like to avoid a trial. I highly doubt that it's strictly to spare his victims pain, however.

Attorneys working slowly in case of former teacher facing *advertiser censored* charges
June 7, 2011

"Attorneys involved in the criminal case of a former Jackman kindergarten teacher facing federal *advertiser censored* charges are working slowly and steadily to decide whether to resolve the matter out of court or possibly in a trial. Rob P. Mocarsky, 41, is charged with both production and possession of child *advertiser censored* for allegedly having sexually explicit images of young girls, including one of his former students at Forest Hills Consolidated School, on his home laptop computer...."

and

"...Mocarsky would like to avoid a trial if possible, partly to prevent children from having to testify..."

And note that he's allowed to have contact with his children, who are not far off from the ages of the alleged victims. That worries me. Being that this is most definitely a criminal trial, how can he avoid indictment? Can you simply plead guilty and go straight to prison with no indictment?

I don't understand why he is allowed contact with his children. Why do they feel so certain that they are safe? Even if they have been so far, now that his other access has been cut off, he may exploit his own children because they are the only ones he has access to. Very frightening. I don't know what the courts are thinking when they allow things like this.

I don't get it either, Belinda. While I know that the man is not yet proven guilty, wouldn't the judge want to err on the side of caution? Allowing him back in the home seems to put a lot of responsibility on the children's mother to watch the children like a hawk. I saw no restrictions about him being alone with his own children either, so presumably he could stay with them while the mom worked. He has a lot of free time right now, after all, and the family has to pay the bills. I've often wondered how people who are released on bail for child sex crimes and who lose their jobs, do with all that time while they are waiting for trial. Computer?

I think it would be far more prudent to require him to live separately and to have supervised visits.

Guilty.

and

"...Mocarsky, 41, will be sentenced in the coming months. Production of child *advertiser censored* carries a minimum sentence of 15 years in prison, with a 30-year maximum. He faces a fine of as much as $250,000...."

In New Hampshire, guilty plea brings some relief
June 17, 2011

"It's been 13 years since an elementary school teacher in New Hampshire was investigated for allegedly photographing his students undressing. Though the former teacher, Rob Mocarsky, 41, was never charged in that case, his conviction Wednesday of producing child *advertiser censored* of Jackman kindergarten students offered a sense of relief for some in Grantham, N.H....."

and

"...Maine State Police found digital photos Mocarsky took in his classroom of four five- and six-year-old girls in costumes, with their genitals exposed..."

and

"...In 1998, Mocarsky taught a combined first- and second-grade class at Grantham Village School. The criminal investigation began in New Hampshire when a parent told the school that Mocarsky had photographed students in their underwear while they were changing into costumes for a play. School administrators suspended Mocarsky, and investigators seized his camera, but Mocarsky had already mailed the camera's film to a processing center, [former Grantham Police Chief, Russell] Lary said. When the envelope containing the film returned, it was ripped -- and empty. Police and postal workers searched, but never found the film.

and

"...He entered the Peace Corps and left the country. He was hired at Forest Hills Consolidated School in Jackman four years later, in 2002...."

I've got questions. So, who "stole" the pornographic photos? Where were they sent for processing? And what about the children who Mocarsky worked with when he was in Russia working with the Peace Corps?

An interesting commentary, with statistics, on child *advertiser censored* collectors and Mocarsky in particular:

http://www.kjonline.com/news/answers-few-when-child-*advertiser censored*-is-subject_2011-07-02.html

Answers few when child *advertiser censored* is subject
July 3, 2011

"Some people who create or view child *advertiser censored* know it's wrong and feel shame after they commit the crime.

Others are considered psychopathic and either don't understand child *advertiser censored* is wrong or don't care.

Some perpetrators were physically or emotionally abused as children. Others weren't.

Sometimes there are physiological factors, and people's more base brain functions override their logical prefrontal cortex functions, making them more likely to want to view child *advertiser censored*.

With a former Jackman kindergarten teacher pleading guilty recently to federal charges of producing child *advertiser censored*, and other recent arrests across the state -- sometimes of people in respected positions -- the question becomes: Why?..."

Maine teacher sentenced to 16 years for child *advertiser censored*
November 8, 2011

"A former Maine kindergarten teacher who admits producing child *advertiser censored* involving four children in his class is going to prison for 16 years. Forty-one-year-old Rob Mocarsky was arrested in January after a parent complained he made one of his pupils dress up in a French maid's costume and then took photos of her.
