    Canada - Sgt. Ryan Russell, 35, killed by snowplow, Toronto, 12 Jan 2011 *Insanity*


    A Toronto police sergeant is dead and a suspect is in hospital after being shot during a police pursuit that saw a stolen snowplow cut across city streets early Wednesday morning.

    A visibly emotional Toronto Police Chief Bill Blair confirmed Wednesday morning that an 11-year veteran with the police force died after being struck by a truck with a plow on the front.

    Sgt. Ryan Russell died shortly after being rushed to hospital early Wednesday morning.

    "He was a fine police officer and a great servant to the people of Toronto," Blair told reporters outside St. Michael's Hospital. "He was out doing his job in the early morning hours in this city, in a very dangerous situation. He put his life on the life and tragically he has lost his life doing his job.

    Murder charge in snowplow death of Toronto officer


    TORONTO — Police have charged a 44-year-old man with first-degree murder in the death of Toronto Police Sgt. Ryan Russell, who was run over and killed by a stolen snowplow on Wednesday.

    Richard Kochkar, of no fixed address, also faces two counts of attempted murder, Toronto police Chief Bill Blair announced Thursday.

    The chief said the charges were aided by video footage from Russell's scout car, and from information provided by "a number" of civilian witnesses who came forward.

    Early Wednesday afternoon, a jury of six men and six women found Kachkar, 46, not criminally responsible by way of mental illness for Russell’s death...

    Kachkar will be remanded in custody for a disposition hearing before the Ontario Review Board, which will almost certainly lock him up a secure hospital for treatment. His case will be reviewed annually. He could be released if the ORB holds he is no danger to the public.
