Timothy Rice would be my first guess.

He was wearing cowboy attire including boots with one spur when last seen.
 
It would be helpful to know where Tim Rice lived in approximation to the pond....
 
I hadn't even seen this reported in our local paper. I live in Kennewick. I will dig around and see what I can find. Tim has been missing a long time. My sisters both knew Tim Rice.
 
This article says that the remains may have been there "up to two years", so if that's true, it is too narrow of a timeframe for it to be Tim Rice.

ETA: The previous article that I posted says "between 18 and 30 months".
 
I haven't been able to find anyone else missing from here that would seem to fit. The word around here (only rumors) about what happened to Tim is not good. Clover Island is not really a place where you would find transients living that might have expired. It is not really an island and has a Marina and a nice restaurant/bar and then a hotel with restaurant/bar. There is a boat dock at the one (Cedars restaurant) and we spend a lot of time there in the summer when we are boating. The island is maybe a quarter mile long and just wide enough for the road in and the buildings w/parking. We were just down for the Christmas holiday boat parade in mid Dec.
 
The coroner reports there was a bullet hole in the skull and this is a white male, about 35, EDD 18-30 months ago.

Except for the timeframe, it sure sounds like Tim Rice to me. I suppose his jacket would have been deteriorated by now if the bones had been there for 10 years.
 
It fits with what the rumors are regarding what happened to him also. They say (and this is just rumor) that he was a police informant against the Gypsy Jokers and they were not happy about it. They are credited with cooking and dealing meth in this area. I heard this from someone who was a meth user for quite a few years so take it for what its worth. However she knew who Tim Rice was the minute I said the name. It will be interesting to see if it is Tim and also if this is a homicide or suicide. There are several kind of skanky bars not too far off the island (walking distance) where you could probably end up dead if you pissed of the wrong guy too. GJ bar is only a couple miles straight up the road from there also. Sheesh I am nervous just typing this stuff. Basically while the island is a nice spot the surrounding are is not one I would be caught walking around in at night....

I think it would depend on the type of coat Carl. They don't list clothing other than coat and boots. If it were a leather jacket it could survive as long as boots I would think and since they mention leg bones but not pants or other pieces of clothing I am guessing those items have disintegrated or been drug off by animals. If disintegrated with just a coat and boots then ten years could be a possibility.
