Dave Kaptain, an Elgin city councilman and mayoral candidate, and his wife were struck by a police car as they cross the street in downtown Elgin Thursday night, authorities said.

Kaptain said the car was only going about 2 mph and that the young officer driving the vehicle was very apologetic.

How mortifying.... Guess Rookies make mistakes too?

Couldn't help finding a little chuckle with this story and glad no one was hurt. I hope the Rookie picked up their dinner tab. ;)

Gotta feel sorry for the rookie. At least it will teach him to be more careful. I'm glad no one was hurt.
