Detectives say they're unsure if foul play is involved in the disappearance of a Shelbyville man.

Bobby Smelcer, 52, of East Lane Trailer Park, was last seen at his home at approximately 4:30 p.m., Sunday, Nov. 21, his sister, Karen Harris, said.

"He has not been seen or heard from since," Harris said. "We are very concerned and hope someone will come forward if they have seen Bobby or have any information as to his whereabouts."

Gov. Bill Haslam offered rewards Tuesday in three separate criminal cases involving Tennessee women, including a $10,000 reward in the case of Shelbyville teacher Shelley Mook.

But the announcement was bittersweet for the families of two other missing persons from Shelbyville. Bobby Smelcer, 52, went missing last November. Antonio Taylor, 21, hasn't been seen since September 1999.
