Skeletal remains found in Summers Co. identified
Authorities with the West Virginia State Police say the remains are those of Cathy Jo McCoy, who was last seen on 3rd Avenue in Hinton in 2004.

Okay... this is obviously the same woman but DLC is variously reported as 2004, 2000 and (in another thread and the missing persons' poster) as 1991.
It may well be that she wasn't reported missing for 13 years after she was actually last seen, meaning that you can't really fault the authorities for not finding her remains immediately if they'd been in the woods for 12 years already when she was reported.
Some sloppy reporting going on though.
