Milwaukee Police Chief Ed Flynn announced Friday that three teenagers have been arrested in connection with the homicide of a pregnant woman Sunday morning. Two of the three boys -- Malik Merchant, 15, and 16-year-old Mical D. Thomas, the accused shooter -- are being charged as adults.

"The arrests today, I think, conclusively prove that the juvenile justice system in the state of Wisconsin is irretrievably broken. And it is the police department and a victimized community that are left to pick up the pieces," Flynn said.

In the Staples case, Malik Merchant, Mical D. Thomas and Jimmy Scales each were sentenced to between 25 to 30 years for their roles in the 34-year-old woman's death. Borowski... handed out the longest term to Scales, who was 18 when he was sentenced.

Borowski pointed out that Scales was out on probation at the time of the shooting for a reckless homicide conviction. "Yes, Mr. Scales is a menace to society, he's a menace to Milwaukee and he's a danger to everyone in this community," Borowski said.

"What they did was unforgivable, and what we don't see is the unintended consequences for their actions," Borowski said. "You have innocent children who were split up. Some moved to foster care. And they will grow up without their mother, and that's hard. Very hard."
