The leg was found behind a home on 4th Street South, next door the to Bay Vista Recreation Center. Detectives searched the entire area, including the water, but found nothing to suggest a crime, according to the station.

There have been no missing persons reports filed in St. Petersburg that would be consistent with a leg having been dumped in the water 24 to 48 hours ago, police said. There also have been no reported boating accidents in the area, the station reported.

But the most ominous detail was this: The leg was cleanly cut at the thigh and the foot.

"We don't know the cause and manner of death," said St. Petersburg police Maj. Mike Kovacsev, who commands the city's detectives. "But obviously someone went to great lengths to dismember this body."

St. Petersburg police said the leg belonged to a "heavyset" white person, and they believe it's a right limb. It was clean-shaven, suggesting it belonged to a woman. But the Medical Examiner's Office has not officially determined the gender of the victim.

The leg had no tattoos, no distinct marks or scars. There were no other signs of trauma, except for some mysterious marks around the upper thigh. It was dotted with seaweed and other debris when it was found. The condition of the limb suggested it had been in the water for one to two days.

Investigators will first check reports of missing persons, said police spokesman Mike Puetz. But based on what police know so far about the victim, no one matching that description has been reported missing in St. Petersburg.

So investigators are also looking at missing persons' cases in Pinellas, Hillsborough and Manatee counties.

"Normally, we'll ask law enforcement agencies in the area if they have missing persons," Puetz said. "But it'll be more helpful when we get some kind of descriptor — like sex, approximate age, approximate height and weight, race, maybe some issues regarding cause of death — from the Medical Examiner's Office."

Investigators can also use DNA to try to identify the victim, but Puetz pointed out that will only work if that person's genetic profile is already in a law enforcement database.

Officers on land and water searched the city's shoreline Tuesday for more body parts and will keep searching in the coming days. Meanwhile, police are asking the public to contact them with any information that could help them identify the person whose leg washed ashore. There's no shortage of ways for a leg to be dumped into Tampa Bay, which is home to numerous marinas and boat slips, countless backyard docks and also commercial shipping lanes.

Wow. How shocking would it be to find a leg at your vacation rental.

Since it had only been in the water for a short time, I really hope they can find out who this is quickly and find the other missing body parts.

How horrible.
 
Dumped in the Gulf hoping that marine life would make sure that it was never found. Bet it was a shock for someone when it showed up in the news.

This one probably hasn't been reported as missing. Hopefully families will start checking on any family members who are female and might be described as "heavyset."

There is a chance that the body was dumped from a boat. If so then it could be from anywhere along the coast.

Yeah can you imagine walking out to take a look at the beach and the ocean, maybe to commune with nature for a little bit. Then you notice the leg!

The following were snipped quotes from PPs of LE and media....I always find it amusing when I hear such contrasting statements.......And it happens quite often. Not sure if LE are trying to be conservative and careful or what. I think it sounds a bit stupid!

Nothing says "vacation rental" like a severed leg in the yard. Yuck.
 
After coming up empty, police called off their two-day search for more body parts along the city's shore on Wednesday evening.

Now police will play the long game: Detectives will rely on DNA to identify the owner of the severed leg that washed ashore on Tuesday morning.

The Medical Examiner's Office is obtaining DNA from the leg. But recovering DNA, submitting it for analysis and cross-checking it with databases takes time. Still, Puetz said, it's their best chance.

"There's hope," he said. "It's just long term."

So far a search of local missing persons' cases around the bay area hasn't yielded any matches to the victim's physical characteristics, Puetz said. St. Petersburg gave up its search of the city's coastline late Wednesday, he said, because the window for any other body parts to wash up closed.

Was there a shoe/sock with the leg? I thought perhaps it could be illegal medical waste dumping, the presence of a shoe could exclude that though.

No. It was cut off at the thigh and ankle.
 
Sounds like dismembered body dumped to destroy the evidence.

Wonder why the family waited until now to report her missing? Any other information on her?
 
They waited two months to report her missing and it appears that the press release contained only the bare minimum of information.

12/16/11 is the last day family and friends have seen or spoken with either Kelly Moriarty or Doris Carter. The family of Ms. Carter witnessed the two leave Ms. Carter's residence in Plant City on 12/16/11 in Kelly Moriarty's vehicle. There has been no cell phone or credit/debt card activity since 12/16/11. The vehicle they were last seen in was found abandoned 12/17/11 on SR 62 in Parrish.
