There is a possible birth date of 27 Feb 1949 and he is listed as deceased in the social security death index as of 2003.

If it is the same person, he was born in Charleston, SC

Was he homeless?

Is that photo a mugshot? What was he arrested for? Where did it come from? Charleston or somewhere else?

How did he die?

Was he known in the community?

on the Charleston county clerk of court website I found that mr tanner had some drug cases in the late 1990's. His name was spelled Kenneth Hoit Tanner.

Also previous address: 178 Phillips Street in Charleston, SC
