9 charged in alleged gang rape of 14-year-old girl at party in St. Paul, Minn.
March 24, 2012

"Nine suspected gang members and associates were charged Friday with taking part in a sexual attack on a 14-year-old girl who was forced back inside an abandoned St. Paul house and raped after trying to leave a party, authorities said. The girl and her friend were picked up at school by one of the men and lured to a party with suspected members of the TB22, or True Blood 22, street gang...."

"This crime was every parent's nightmare," Ramsey County Attorney John Choi said in a statement. "Crimes like these shock the conscience of our community." According to a criminal complaint, the girl wanted to leave the Nov. 17 party at the abandoned St. Paul house but was pulled from a car and carried back inside. "The victim reported grabbing whatever she could, including door frames, to stop them from bringing her into the bedroom," the complaint said. The girl told a nurse that once she was forced onto a mattress on the floor inside the bedroom, a group of men held her down while she struggled and yelled for help...."

Frankly, that crime is everyone's nightmare...not just parents.

Now for the question part. I know that teens are sneaky and you can't watch them every minute, but what was a 14 year old girl doing being escorted to a gang party at an abandoned house by a 20-something year old man? I am not blaming her parents, as they aren't the perps. I blame the perps for the acts committed...but I can't stop asking why her parents didn't protect her from the nightmare before it happened?

The article says she was picked up from school to go to this party. The parents likely had no clue she was going to the party.

I hear ya. But in their defense, 14 yr olds can be very cunning and tricky. And it sneaks up on you because at 12 and 13 you have such trust in what they tell you. And suddenly you can be blindsided by a 14 yr olds lies. I remember being SHOCKED when I found my 14 yr old had blatantly lied tous. And she had never ever done that before. She told us she was with one friend, the same one she usually hung out with, but my son saw that friend at the movies without our daughter. By the time we figured out she had lied it was almost midnight. And after calling that friends parents and waking up the girl she told us the truth. Our girl and another friend went to a party with some 16 yr old boys from school.:eek::eek::eek:

What a horrible thing to experience! This really ends up bad for these girls. They just don't see the danger. Other cases local to me that have gone wrong. Anne was 15 years old.

Both perps and a third suspect are known violent gang members.

Ferry is accused of killing Kasprzak after she refused to have sex with him, according to a jail report. Investigators believe the girl was assaulted inside a home — possibly until she was unconscious — then taken to the Jordan River Parkway where she was killed.

A teen party in Utah inspired by the movie "Project X" ended with four people, including the host, being shot by gang members, police said Tuesday.
A 16-year-old girl decided to throw a party over the weekend at her home in Clearfield, 30 miles north of Salt Lake City, because her parents went out of town, the Salt Lake Tribune reported.
She told a friend via text message to spread the word she was hosting a "'Project X' party," Lt. Adam Malan with the Clearfield Police Department said.

This is an epidemic in the Twin Cities among the Hmong community. The Twin Cities of MN have the largest Hmong population in the U.S. ~ or the second largest, I'm not positive which.
Here is link for further information on the culture and this epidemic. Much reading here.

September 2012
A St. Paul teenager on Tuesday became the first person to be sentenced in the 2011 gang rape of a 14-year-old girl, receiving an eight-year prison term for his role in the November crime.

Shaileng Shong Lor, 17, pleaded guilty in July to charges of conspiring to rape the girl and to having committed the crime for the benefit of a gang. He was one of five adults and four juveniles accused of plying the girl with alcohol, driving her to a vacant St. Paul house, dragging her inside and sexually assaulting her.

(...)

The defendants who pleaded guilty -- Lor; Mitchell T. Yang, 23; Xou Yang, 17; and an unnamed juvenile -- have agreed to testify at the remaining defendants' trials if requested. The trials will proceed separately, although the state is seeking to join the trial of Kong Meng Vang, 38, with Vang Toug Ger Vue's trial, if Vue does not plead.

Vanchai Xiong, 19, and Mang Yang, 24, are also charged in the case. They have pre-trial dates scheduled for October.Jim Her has no court date scheduled.

November 2015
The last of nine males charged in the gang rape (...) was sentenced Friday to time served, with 30 years probation.

Jim Her, who was 17 at the time of the November 2011 rape, pleaded guilty May 7 to kidnapping and committing a crime for the benefit of a gang. He had also been charged with first-degree criminal sexual conduct and conspiracy to commit that crime; those charges were dismissed at sentencing.

Ramsey County District Judge Joy Bartscher gave him credit for the approximately two years and four months he spent behind bars, told him to have no unsupervised contact with minors and ordered him to stay away from gangs. He must also register as a predatory offender and have no contact with the victim.

(...)

The other defendants received prison terms ranging from 25 to 3 1/2 years.

Oh. My. God. Time served and 30 years of probation? I lived in the Twin Cities for 15 years and it was a liberal he**hole then, but this is just sickening and outrageous! This girl's life is all but destroyed, and the men involved are free (or eill soon be free) to resume their gang activities. I'm beyond shocked.[emoji53]
