Timothy J. Guy appears to have very similar dentals to what is described, including a peg-shaped #10 (upper-left-lateral) Incisor.
Also, his age is right, and the timeline is right.
Forsyth County GA is about 900 miles from Stafford County VA though.

It might be him though. He was employed as a stable hand at a horse ranch. There are 81 horse farms in or around Stafford. http://www.newhorse.com/page/horsebo...78.html?page=1
I don't know how many there were in 86-89, but it sounds like horse country to me.Linda Lunsford, missing since December 26, 1996

On Sept. 28, 1990, a farmer bush-hogging a field found a skull along Joshua Road, about 100 feet from the Mountain View Road intersection.
The skull belonged to a boy estimated to have been 15 to 18 years old and white. He died between 1986 and 1989.
One notable characteristic was a front tooth that appears to have a hook-shaped chip missing.
DNA was collected from the skull. The boy’s remains have been excluded from 195 missing person cases.

Timothy Guy is not one of those 195 exclusions.

We are all one poor choice from being a subject on this forum. Think twice.
