Spokane Police Detectives are searching for a missing and possibly endangered Spokane woman.

Loved ones of 20-year-old Kala Williams reported to police they haven’t heard from her in more than three weeks and are concerned for her welfare. Anyone with information about her possible location is asked to call Crime Check at 456-2233.

Spokane Police received a missing persons report from Kala Williams’ boyfriend on April 2, 2012. He reported last seeing her near a home at 2300 West Broadway several weeks prior.

Williams attends church with her mom twice a week, yet her mother has not had any contact with her since March 23, 2012. Williams lives in Spokane and is familiar with the area.

According to her family she has recently been using drugs and they fear for her safety.

Williams was last seen alive in late March 2012 by her boyfriend, who she had been fighting with prior to her disappearance. She was reported missing by her brother on April 2. Her dismembered body was found in garbage bags in a wooded area of Sunset Hill a month later in May...

Detectives are looking for help from the community to identify a distinctive looking sleeping bag found near her body. The sleeping bag is bright orange with a plaid orange interior.

Officials affiliated with the case told KREM 2 News a Spokane Police detective working on another case, the suspicious death of Kala Williams, was working with one of the defense experts in the Callihan trial...

A certificate filed by that detective said he has DNA related to the Williams case from a suspect not affiliated with the Callihan case. Court documents signed by a prosecutor go on to say that suspect is currently in custody on another case in another state. Records show the detective does anticipate charging him with homicide.
 
This is a thoroughly depressing look at turf wars between investigators that have likely left Kala's murder unsolved.

"But the Williams investigation stalled as Dr. John Howard, the Spokane medical examiner who performed the autopsy, wrote that he could not prove that Williams died in 2012 as a result of homicide, despite evidence of defensive cuts on her hands and the obvious halving of her body, which he determined occurred after death."

Kala's dismembered body was found stuffed in trash bags and a sleeping bag shortly after she disappeared in 2012. Police records show the same man they believe was involved in Heather's case, was detective's top suspect in Kala's.

"A monster is right," said family members of the suspect.

Documents show a detective pushed to the get the man charged for Kala's death. He wrote a charging request complete with an affidavit of facts for prosecutors to review, claiming DNA tied the man to items found with her remains. The case still had a huge hurdle.

"She was murdered," family said of Kala. "Brutally murdered."

At least one expert doesn't appear to agree. One of Spokane County's Medical Examiner's, Dr. John Howard, lists Kala's death as undetermined.

KHQ reached out to SPD and the prosecutor's office. Both refused to comment as this is a very active case. Prosecutors said they continue to review the file.
 
"Initially the death was ruled an accident. Thurman’s husband, Dwayne, had told investigators her gun went off while he was cleaning it. The findings of the ME’s review states in part, "…the manner of death is better classified as a homicide."

Davis has been imprisoned in Idaho since he was convicted of attacking a woman in Coeur d’Alene in 2014. He has never been charged in connection with Williams’ death. Additionally, Davis’ mother, Sherri Cook, told police in 2012 after Williams’ remains were discovered that he had told her he was involved in the 2010 disappearance of Heather Higgins, who has never been found.

“I would like to say that I’m sure we are going find out everything that happened to my daughter because he (Davis) is being charged with first-degree murder, which is premeditated,” said Martine Maggio, Williams’ mother. “We’re going to get to the bottom of this, even if it takes a couple of years.”

Based on the details of Williams’ death, Maggio believes that other people are involved.

Police documents reveal one name has continued to come up in the homicide investigations of two local women. They state investigators believe 52-year-old Robert Davis was involved in the disappearance of Heather Higgins from 2010, and the 2012 homicide of Kala Williams. Despite alleged police evidence tying him to both women, Davis has never been charged in connection to either case.

It was an attack of a third woman which has him currently serving time in an Idaho prison.

That woman survived after the 2014 assault, and was able to help detectives in Kootenai County catch him. He could be released as early as 2024, but Spokane Police are hoping that won't happen.

In fact, they want Davis charged for murdering Kala. Records state his DNA was found with her dismembered remains that had been dumped southwest of Spokane in a sleeping bag.

A charging request was formally submitted after Spokane County's new medical examiner amended Kala's manner of death from what the previous ME had found, 'undetermined,' to now reflect 'homicide.'

Prosecutors told KHQ Tuesday they are still reviewing the charging request for Kala William's murder. They couldn't give a timeline on when a determination will be made. At last check, SPD states Heather's case remains active and the urge anyone with information to come forward.

As for Jackie, she just hopes the new movement on Kala's case will go somewhere. And perhaps bring justice for both families.

"It's an absolute travesty that nothing has been done to get justice for our girls," she said. "But it could now. I hope."

Williams had been battling drug addiction for years and had been fearing for her life right before she went missing. One of her counselors was the last to see her alone in West Central Spokane.

The counselor received a text message later that night from Kala, who told she had found “her man” and “her bed” and hoped God would keep her safe.

We are approaching 11 years since the body of Kala Williams was found dismembered and dumped in both sleeping and garbage bags in West Spokane. Her manner of death was originally ruled ‘undetermined’ by the Spokane County Medical Examiner back in 2012. Spokane Police investigators wanted the findings to get a second look.

Kala’s family attended a previous parole hearing for Davis. His next parole hearing is set for 2024.

“It's mind shattering to think (whenever he does get out, he could) subject other families to possible harm,” Julie said. “Other beautiful, young, women that have no idea that their life would be in jeopardy.”
