NY - Angel Guridy-Cabral
Suspected serial killer Angel Guridy-Cabral — accused of slashing his girlfriend to death in 1993 — pleaded not guilty to second-degree murder in the Bronx on Tuesday.
The former livery cab driver was extradited from the Dominican Republic in the murder of Altagracia Valdez, 24, after new DNA technology linked him to the crime, cops said.

The article describes how Guridy-Cabra will only be charged with the murder of his girlfriend and it states he is suspected of other unnamed murders and rapes. But he won't be charged with those because of the terms of the extradition deal.Just when I think that I have seen the most depraved things a human can do to another human, somebody posts a new story...........
Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
