The Unified Police Department says detectives have solved a 23-year-old murder case after a DNA match led them to a man already serving a life sentence in the Utah State Prison.

Police say Thomas Noffsinger raped and then strangled 17-year-old Felicia Pappas in April 1989. The teen’s body was found near 4500 S. 600 East.

In 2010, the Board of Pardons and Parole decided Noffsinger would spend the rest of his life in prison for the March 1990 slaying of 37-year-old Victor Aguilar, a pie chef at a downtown Marie Callender’s.

Noffsinger also went by the name Tommy Trujillo and is a suspect in the murder of another woman, Annette Hill. Good thing he is in prison.

I lived about half a mile away when Felicia was murdered. I was working nights and it was so creepy. I am glad they found the person responsible.

IMO, the DA should go ahead and charge Noffsinger in relation to Anita Hill.

During his parole hearing in 2010, Noffsinger was also questioned about another unsolved case, the May 1989 disappearance of 38-year-old Annette Hill. Noffsinger is considered a "person of interest" in that case.

The Sandy woman left her home May 12, 1989, telling her 11-year-old daughter she would be back in a couple of hours, but has not been seen since. Her purse, which had blood on it, was discovered in an apartment that Noffsinger had been evicted from shortly before Aguilar was killed. Police also found a prescription bottle with Hill's name on it in Noffsinger's medicine chest at the apartment where he was living alone when he was arrested for the Marie Callender's murder.

Noffsinger claims he never even met Hill but had simply stolen her purse from a car he burglarized. But in 2010, Utah Board of Pardons and Parole member Clark Harms called that explanation "incredulous."

Noffsinger’s plea to one count of first-degree felony aggravated murder saved him from a possible death sentence for the slaying of 17-year-old Felicia Pappas, who was sexually assaulted and strangled...

Noffsinger, 47, was immediately sentenced to life in prison without parole by 3rd District Judge Katie Bernards-Goodman.
