Two 19-year-old men charged in the slaying of a retired school principal whose body was found floating in a canal with a plastic bag tied over his head confessed to beating the man before dumping him into the water, police said.

David Weintraub, of Tamarac, and Andarly Desir, of Lauderhill, were arrested and charged with premeditated murder on Friday, a day after the body of William Norman was pulled from a canal in the 1400 block of Southwest 121st Avenue.

Norman, 76, lived in Tampa and owned a house in Tamarac that Weintraub rented.............

The motive, said Davie Police Capt. Dale Engle: "Money. They planned on using his cards, not robbing him. It's all about money."............

The Rev. Todd Goewey, who ministered at the Spirit of Life Metropolitan Community Church in New Port Richey when Norman served on the board of directors there about 10 years ago, said Norman was a high school principal in Baltimore before moving to Tampa about 12 years ago.

He was divorced and the father of two sons, Goewey said.

"He was just a nice, sweet guy, very bright and intuitive," said Goewey, now of Pittsburgh. "He was the one person you could go to when you needed someone to talk to."..............

William Norman retired to Florida after serving as an Anne Arundel County school principal in Maryland. He lived in Tampa but owned a Tamarac home that he rented to David Weintraub, officials said.

Weintraub and Andarly Desir confessed to the murder, police said, admitting to “binding, gagging and beating” Norman at the Tamarac home Weintraub rented from him, and then dumping his body in a canal off Flamingo Road in Davie. When the body was found, Norman’s head was wrapped in a plastic grocery bag with a cord tying it tightly around his neck.

Being a death penalty case adds to the time it takes to get a case to trial, Horowitz said. There also have been several different judges assigned to the case over the years. Prosecutors have worked with Desir, who changed his plea to guilty to a reduced charge of second-degree
murder in 2017, as part of an agreement to testify against Weintraub. Desir won’t be sentenced until after Weintraub’s trial is completed.

Other issues factored into the delay as well: One defense attorney has had serious health issues and another was involved at the same time with the defense in the 2006 murder of Broward Sheriff’s Deputy Brian Tephord. That trial lasted nine months and then there was a separate death penalty phase of the trial four months later.

Weintraub’s trial is now set for Aug. 12.
