William Duncan-CONVICTED sex offender, 64-year-old man received two consecutive 15-year prison sentences in December 1994 for sexual contact with a child younger than 16, with the second sentence suspended. WTH!
For only the fifth time, the South Dakota Department of Corrections is warning the public about an inmate who has been released from prison.
William Duncan, a convicted sex offender sentenced in Lawrence County, was released Friday from the state penitentiary in Sioux Falls, according to the state corrections secretary.
Secretary of Corrections Denny Kaemingk said Friday that Duncan is a high-risk individual who refused sex-offender treatment while in prison and did not tell authorities what his plans were upon release.
"Any time you have a sex offender that refuses treatment, that raises the risk to re-offend because we know treatment works," Kaemingk said. "When he refused treatment and he is being evasive about where he's going to live, that raises his risk."
