Shoes for crews look to be shoes made for workers in the industries of food service, healthcare, hotels, factory, schools and supermarkets. I haven't been able to figure out "chef authority" yet.

I think it is already solved.
I googled it and found the following as a resolved case on Charley Project.

    Elda Ardorno Vasquez
Vasquez, 28, disappeared from Columbia, Maryland on January 10, 2008. In October 2009, her body was found by telephone workers under a manhole cover, at the bottom of an underground cable vault, only fifteen yards from her estranged boyfriend's former home. The boyfriend, Victor Hernandez Cruz, was arrested for murder and confessed to strangling Vasquez. He committed suicide in jail the following day.

Hmm...Someone needs to tell NamUs to update. Weird because they created the file December 2011 and modified it Aril 2012.

    Yes, weird.
Then I realized I didn't really know what a "cable vault" was and googled the phrase "body found inside a cable vault."

One of the first articles I found was the Baltimore Sun article describing the discovery of the body.

A few articles down from that was the Charley Project entry.

More googling just now reveals that the body was identified just a day or two after it was found!

I kicked off an e-mail to the NamUs UP Case manager (Pamela Reed).

Looks like we both emailed at the same time. Two emails is better than one (plus I just emailed the general website, so yours is probably more direct).
