LONDON (Reuters) - One of Britain's most wanted fugitives killed two unarmed policewomen on Tuesday in a gun and grenade ambush, police said, killings which are likely to reignite a long-running debate over whether British officers should carry guns.

Police constables Fiona Bone, 32, and Nicola Hughes, 26, were gunned down in a hail of bullets after they responded to a hoax call about a burglary in the northern English city of Manchester.

Despite shock over the murders, described by Prime Minister David Cameron as "despicable", senior police officers said they were determined that the British force would remain one of few in the world which is not routinely armed.

Police said the two constables, one who was about to be married, had been deliberately lured into a trap by Dale Cregan, 29, a suspect in another double killing in the city. Cregan handed himself into a local police station after the shooting.

From June 2013:

Cregan, 30, had assembled a hit squad and shortly before midnight he burst into the pub, wearing a balaclava, and fired seven shots, killing Mark Short, 23, and injuring three others. Mark’s father David Short, one of the main targets, was in the lavatory at the time and escaped unhurt before cradling his dying son in his arms...

Alerted to the fact that his time was limited, and with threats still coming from the Short family, Cregan took matters into his own hands on August 10 by ambushing 46-year-old David Short at his home in Clayton, shooting him nine times with a Glock pistol and then throwing a grenade onto him, blowing his body apart...

At 10.14am on Sep 18, Cregan dialled 999 to make a false report of a concrete slab being thrown a window at a house in Mottram, Greater Manchester. The two officers sent to investigate were Nicola Hughes, 23, and Fiona Bone, 32. Lying in wait was Cregan, armed with the same Glock pistol he had used to kill David Short, loaded with an extended magazine.

Police killer Dale Cregan has been moved from prison to a high-security hospital.

The development follows reports that the 32-year-old has now been judged to be mentally ill following a psychological assessment. As a result, he could spent the rest of his life at Ashworth Hospital, a maximum psychiatric hospital on Merseyside where Moors Murderer Ian Brady is detained, sources have claimed.

Cregan, from Droylsden, is serving a whole life tariff for murdering two gangland rivals then shooting dead Greater Manchester Police officers Fiona Bone and Nicola Hughes in 2012.
