MANCHESTER — Friends of a man dubbed Vermont's most wanted sexual assault fugitive were shocked to learn of his past, especially since he baby-sat children and was fondly known as "Uncle Buddha."
Edward F. Bessette Jr., 49, died this week at Elliot Hospital from complications of liver failure. For 18 years, he was wanted in Vermont on five counts of sexual assault of a child under the age of 15.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?

It does not have to be a non-relative for them to harm a child. Many cases of abuse are from relatives, we as parents though do need to be more cautious of who we let watch our children.
