Ottawa Mountie, woman held on child abuse charges ( link )

A 41-year-old male RCMP officer and a 34-year-old woman facing a list of child abuse allegations were held in custody after making court appearances in Ottawa Thursday.

Ottawa police arrested the officer and the woman, who live in Ottawa, on Tuesday after an investigation at the officer's home.

Police sources told CBC News a child was "chained" in the basement. Sources also said what officers found was the "worst case of abuse police have seen."
 
On Tuesday, the courtroom fell silent and the judge at one point shielded his face from onlookers as videos of the boy, naked and restrained in the basement of his family's home, were shown.

The five videos, made one month before the couple was arrested in February 2013, were found on the father's cellphone.

They show the small boy, breathing heavily, with his ribs sticking out. In the videos, a man is heard repeatedly taunting and humiliating the boy, who was tied to the basement wall.

People in the courtroom could be seen wiping away tears, and the last video left Justice Robert Maranger shielding his face from those in court, who were left in a stunned silence, Fagan said.

The defence lawyer for a suspended RCMP officer and his wife suggested Monday their son is a chronic liar with a discipline problem, an Ottawa courthouse heard at the couple's criminal trial for abuse...

The boy said his father liked to appear to be a "super-good parent" in front of others. "In public, he wouldn't show that he's a bad guy," the boy told the court...

The court also heard that Children's Aid, the boy's foster mother and his teachers all said he was tough to discipline. The boy said he stole a video game in 2010 and once changed an “A” to an “A+” in a science assignment “to make my parents prouder."...

The boy denied that he once kicked his stepmother hard enough to send her to hospital in 2013, but the defence said they have records showing otherwise.

Ottawa police Const. Cindy Cybulski had responded to a report that a neighbour had found the missing boy, who was complaining of back pain and sitting slumped in snowbank on a darkened Kanata street. The boy’s father approached the officer and detailed a sad story about the hardships of raising a problem child.

The officer testified that at first she sympathized with the father, saying “as a parent, I was devastated … I was really feeling for this guy.”...
But when the father said his son was so hard to handle he had to tie him up, Cybulski went to check on the “tiny” boy, now in the back of a brightly-lit ambulance where she saw the child’s emaciated condition.

“It was like a concentration camp movie. His chest was just bones, you could see every rib,” Cybulski testified before Superior Court Justice Robert Maranger.

The boy had gouges on his wrists and ankles and he said they were “from the chains,” the officer testified.

It was at that moment that the constable broke into tears on the stand, saying “and a minute earlier I just wanted to give him back to his dad.”

The boy says his father believed he was a demon.
‘He used a cross to take all the demons out of me, like an exorcism," he said...

The victim, then 11 years old, slept naked most of the time on the concrete floor and had to urinate in a bucket. He says his father made him drink it...

‘The police didn't do anything,’ he testified, 'they sided with my dad, didn't even investigate. When they took me home, my dad hugged me and pretended to love me.'

The boy, the father lamented, “found ways to constantly destroy my life.”
“It was a power struggle between him and me,” he continued, explaining how he burned his son's genital area with a barbecue lighter.

The boy said his father, a counter-terrorism RCMP officer at the time, homeschooled him because he had “impure thoughts.” When he got some answers wrong, his dad “would go crazy” and start hitting him, the boy said...

Another time, he said he almost drowned when his father dunked and held his head under water in the toilet bowl. “I was drowning … and he’d say ‘I hate you!’”...

The boy said his father started chaining him up in the basement in 2013 shortly after the Florida trip. His father videotaped disturbing interrogations of his shackled and naked son, forcing him to confess so-called sins like kissing a girl up in a tree...

The boy’s father, 44, and stepmom, 36, are on trial for forcible confinement, assault and failing to provide the necessities of life. They are both free on bail.

His father, since suspended from the RCMP, is also charged with aggravated sexual assault.

In court Friday, the Mountie watched his own police interview that occurred following the arrest, as the trial reached a fourth day.

The father asked the interviewing Ottawa police officer whether his son would be reunited with his family. The officer told him he didn’t have to explain the charges, adding the Mountie knew the law and the criminality of what had happened.

“I screwed up,” the father told the officer during the interview....

Dr. Leigh Fraser-Roberts testified the boy weighed just 50 lbs. when he was admitted, and gained about 15 lbs. after two and a half weeks of treatment.

According to the boy’s testimony, these weren’t the only crimes he had to endure. He was frequently stripped of his clothes and confined to a pitch black basement during Ottawa’s winter months, nearly asphyxiated as he was dunked in ice, forced to consume his own bodily wastes, and sexually assaulted...

Despite some of the admissions made by the Mountie and his wife, they have since pled not guilty, and their defense has claimed that the boy was actually anorexic.

An 11-year-old boy showed signs of post-traumatic stress disorder three years before his parents were accused of severely abusing him, a child psychologist testified Monday.

The psychologist, who can't be named due to a court ordered publication ban, also testified the boy was neither a manipulative liar nor sexually aggressive as his parents claimed...


The psychologist testified he was hired by the boy's father to help in a custody battle against the boy's maternal grandparents after the boy's mother died...

"I found him a very pleasant little boy who easily co-operated," he said...

The psychologist said the father became "enraged" when he shared his findings.

"He's a liar, he's a manipulator and he's conning you," the father said, the psychologist testified.
