IN - IUPUI (Indiana University-Purdue University-Indianapolis) on Lockdown

My former employer, IUPUI is on lockdown due to gunman being seen on campus with a long gun. Campus sent alert texts, now MSM is reporting it.

Currently texting w/friends that work there. No one really knows what is going on. IUPUI webpage isn't making a big deal out of it http://www.iupui.edu/

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
