    The body of a local woman who had been missing since November 2003 was unearthed Tuesday from a shallow grave less than a mile east of Hillsboro.

    Pickens' body had been in the garage for one to two years, according to Ward. Investigators believe she was killed elsewhere and her body was later moved to the site where it was found.

    The sheriff would not say how the woman died.

    "All we will say is that she died by violent means and it is being investigated as a homicide," Ward said. "As far as the cause, means and manner of death, we're still developing that."

    Authorities also searched a hillside behind the garage for a second body after a cadaver dog hit on a possible body site Tuesday and Wednesday. Ward said, though, that excavations behind the building concluded later Wednesday evening without anything further being found.

    "We haven't uncovered anything that confirmed there is a (second) body; however, that could, and probably will, develop further," Ward said.

    "We are working on two missing persons cases in this county that are possibly related to this case," the sheriff said.

    Ward said that while investigating missing persons cases, his office received information Tuesday that they believed was credible, and an ensuing investigation led to the discovery of the body in a two-feet deep, clandestine grave.

    Highland County Sheriff Ron Ward said he believed the victim, who was buried in a 55-gallon barrel under several inches of concrete alongside a driveway at the residence, is believed to be an adult female who was not a Highland County resident.

    Ward said he believes the woman was murdered at a different location in 1998 and later buried where she was found.

    "Another male is missing in this county, but I'm not going to say he's related to this case," Ward said. "Neuhaus was at least an acquaintance of Mr. Fogt."

    So could another body still be left to be found?

    "We're still interviewing (Fogt) and it's possible," Ward said. "I'm not going to rule anything out."

    Ward said Pickens was also an acquaintance of Fogt and that at one time he believed they had a boyfriend-girlfriend relationship.

    The sheriff said he believes he knows the identity of the second victim, and where she was murdered, but he is waiting on confirmation from the Montgomery County Coroner before making her identity public.

    HILLSBORO, Ohio -- The Highlands County sheriff dropped a bombshell Friday in connection with the two murdered women whose bodies were dug up this week.

    The local man charged in one killing, Michael Fogt, fathered a daughter with the other victim and is the primary suspect in her murder, News 5's Courtis Fuller reported.

    On top of that, Fogt's daughter, now 14, has been living with Fogt's parents at the house where her mother's body was unearthed on Thursday.

    The victim was identified as Martha A. Behymer, of Erlanger, Ky. She also went by the name of Martha A. Perry, the sheriff's office said. Police believe Behymer was killed in 1999, when she was 32.

    Behymer's body was stuffed in a 55-gallon drum buried under a concrete driveway at Dennis Fogt's home at 643 S. West St.

    Officials spent several hours Thursday digging up the drum.

    Behymer's father believes she was killed because she knew too much. Jim Perry says Fogt is believed to be a drug dealer, and his daughter knew too much about him.

    "He's a cold blooded serial killer, that's what I suspect He has no remorse on anything," Perry said.

    Despite Perry's belief, Fogt has never been charged in connection with drugs.

    But, the Highland County Sheriff's office is also investigating him in the disappearance of Shane Neuhaus, who has been missing since last summer. Neuhaus was an employee of Fogt's.

    According to an interview with the father, he never reported his daughter missing, cause he thought his daughter was in Columbus. Said every now and then Foght would contact him and ask if he had ever heard from her. Said last spring Foght called and asked and when he said no he hadn't heard from her, Foght said that he heard that she was living in Columbus with some old man, who was keeping her in drugs.

    Wrapped in brown paper, held tight with evidence tape is a bloody drawer. It is one item preserved from a motel room found covered in blood December 6, 2003. Even the bed was blood soaked according to police logs.

    "That a cleaning crew discovered a blood soaked room. The person who checked out was Michael Fogt of Highland County."

    The same Michael Fogt who now admits killing two ex-girlfriends and burying them in Highland County. They were uncovered last week Fogt says he killed Cynthia Pickens in Highland County in November 2003. He says he killed Martha Beheymer in Clinton County back in 1998. So the blood in the motel room was not theirs.

    Well

    This guy's a real winner! No conscience..nothing. That poor daughter who was living right there where they found her Mom's body. What an animal!

    Possible ties to Carrie Culberson

    For review, these "coincidences" include:

    • Fogt had a common associate, if not a direct relationship, to one Vince Doan, who was convicted of murdering Carrie Culberson. Culberson's body has not been found.

    • Law enforcement officials last spring searched the property of this common associate, Jarrod Messer, for clues in the Culberson case.

    • Fogt allegedly assaulted Messer several years ago. Messer, allegedly, was less than forthcoming in testifying against Fogt. Why?

    • At the time of Culberson's disappearance, Fogt lived about a mile from the property being searched in 2004.

    • Fast forward to 2005, and you'll find that Fogt lived next to other criminal suspects, in Ty Baker and Bobby Davis

    Fogt linked to Culberson?

    While the two cases remain officially separated, there are a number of similarities and coincidences that link the two.

    In the deaths of Culberson, Pickens and Behymer, investigators have searched for each of the victims' remains beneath concrete surfaces put in after the deaths.

    "We have talked to Fogt about the Culberson case," Ward told The Times-Gazette on Sunday.

    Ward said it was too early in the investigations to reach any conclusions.


    In addition to being charged with the murder of Pickens, Fogt remains a key figure in the death of Behymer and in the disappearance of Shane Neuhaus, 36, of Highland County, who has been missing for almost a year.

    Over the weekend, the Highland County Sheriff's Office filed felonious assault charges on Shawn A. Deardoff, 33, of Elmville Road, Peebles, involving the disappearance of Neuhaus.

    Deardoff will be arraigned this morning at Hillsboro Municipal Court. He is being held at the Highland County Justice Center on a $50,000 cash bond.

    We're interviewing him on the body [of Martha Behymer] there that has been recovered first, then while we're interviewing him we'll find out what, if anything, he has to offer on the Carrie Culberson case," Clinton County Sheriff Ralph Fizer Jr. said Monday afternoon

    Twice in Clinton County felony charges against Michael D. Fogt were dropped due to the alleged victims.

    Records in Clinton County courts and the News Journal archives indicate 1994 rape charges [aggravated felonies of the first degree] and a 1998 felonious assault charge [a second-degree felony] were dropped because of actions by the alleged victims.

    Two counts of rape were dismissed in May 1995 at the request of the alleged victim, 28-year-old Martha King who resided with Fogt at the time of the alleged rape in November 1994. According to court records, King originally told a deputy she did not want to file charges, but later that same day changed her mind.
