NC - 4 Shot in Law Firm and Wal-Mart, Greenville, 6/21/2013
Four people have been shot by a gunman in Greenville, North Carolina, according to Mayor Allen Thomas.
The suspect was injured while exchanging gunfire with a police officer in a shopping center parking lot, the mayor said.

GREENVILLE, N.C. (AP) — A man armed with a shotgun shot one person outside a North Carolina law firm Friday, darted across a busy street and wounded three others outside a Wal-Mart before officers subdued him, police said.
Officers confronted the man outside the store and caught up with him behind a nearby Toys "R'' Us. He fired at them and they shot multiple rounds back, hitting the gunman, said Greenville Police Chief Hassan Aden. The suspect was expected to survive as well as the four others he's accused of shooting, Aden said.........

In addition to a shotgun, the gunman had multiple rounds of ammunition in a satchel, Aden said.
"I personally saw multiple shotgun rounds. I don’t know how many but enough to do significant damage," he said.
Investigators haven't yet determined if the shooting spree was random or if any of the victims were targeted.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
