ATLANTIC CITY, New Jersey - A 15-year-old girl was fatally shot after refusing a man's demand for a kiss, authorities said. The alleged gunman was captured Wednesday night in Washington, D.C.
Atlantic County Prosecutor Jeffrey Blitz said Alfred R. Bishop, 21, will be charged with murder in the death of Elisa Hernandez, a high school sophomore.

Man Pleads Guilty in Killing of N.J. Girl- Becasue she wouldn't kiss him
A man accused of murder in the fatal shooting of a teenage girl who refused his requests for a kiss pleaded guilty Wednesday to the lesser charge of aggravated manslaughter.
Alfred R. Bishop, 21, admitted playing with a gun and cocking the weapon's hammer while pointing it at Elisa Hernandez, knowing she would probably be killed if it went off.
Police said Hernandez, a high school sophomore who knew Bishop only in passing from her neighborhood, encountered him March 29 while visiting friends in an apartment.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
