A woman police believe was intoxicated walked along a northeast Houston street carrying a dead, abused baby in her arms Wednesday afternoon, officers told KPRC-TV in Houston.

Neighbors called police when they spotted the woman, who said she is the baby sitter of the 1 ½-year-old child. The woman, who smelled of beer, was asking for help, witnesses said.

Melcher dialed 911. When police arrived, she could not believe what happened next.

"When the police got here, they told her to put the baby down. And when she tried to put him down, she dropped him," she said.

"There's a possibility that she could be intoxicated, but we'll have to look into that a little bit further," Newcomb said.

Investigators are trying to determine who are the child's parents, because it was difficult communicating with the woman.

"We don't know who the mother is of the child. We only know that this is the caretaker," Newcomb said.

The woman lives on the street where she was found with the baby.

The frantic screaming of a woman running through a northside neighborhood carrying a naked, limp and "severely abused" toddler alerted residents to the death of the little boy Wednesday afternoon.

The 18-month-old boy, who had bruised lumps "from head to toe," had long strands of hair or fibers twisted tightly around his penis, said neighbors who called for help.

The child had been dead two or three hours by the time officials arrived about 3:30 p.m., he said. Newcomb said police believe the woman was the only person at home with the child. A man she lives with arrived a couple of hours later.

HOUSTON -- The biological mother of a severely abused baby boy told Local 2 in an exclusive interview Friday that she never agreed to let the caretaker accused in his death adopt him.--->>

Police said Blount talked about adopting the boy with her common-law husband.

He bragged to neighbors about the boy, which lead investigators to consider a possible motive for the murder.

"Theresa Blount has been somewhat possessive of her husband and we can only theorize that maybe, with this child coming into their lives through this adoption, that this child is taking her husband's attention and affection away from her and towards the child," Newcomb said.

The baby had massive skull injuries from possibly being thrown against the wall or furniture, as well as wounds all over his body. Sexual abuse was ruled out.

Police said Blount was alone with the child Wednesday afternoon and she was drunk when she ran into the streets with the dead boy in her arms.

These stories are SO tragic. I just hate to think of the terror
this precious baby must've known daily.:(
Poor little sweetheart.

There are SO many out there that would love to take these children
and LOVE them...and theses scumballs treat them worse than
garbage.

I do believe they are safe with Jesus. In regards to children He says:
"for of such is the kingdom of heaven..." There is no sweeter sound
on earth than that of a happy child's laughter. Imagine, then in Heaven,
where there are NO more tears...God has already wiped the tears from
this precious fellows eyes...It is the world left behind that becomes
more and more impoversihed for every little one gone to Heaven.:(

James Dalton Powell, a 20-month-old child known as "Baby Jamie," was frequently "passed around" between his biological mother and four other caretakers, including baby sitter Theresa Ann Blount, Houston homicide investigators said. Blount, 36, has been charged with capital murder in his death.

The toddler spent a lot of time in motel rooms and being carted from one address to another, police said.

"That little guy, he never really had a chance in life," Houston Police Department Sgt. Mark Newcomb said Friday. "We don't have a lot of nice things to say about the environment the child came from."

The toddler — found dead about 3 p.m. Wednesday after Blount carried him into the middle of a street screaming for help — suffered a massive skull fracture. One doctor said it was the worst skull fracture he could remember seeing in a child, investigators said.

Police likened the boy's head to a broken egg, saying the injury was so severe that it spread throughout his entire skull. However, his exact cause of death has not been released by the Harris County Medical Examiner's Office
Police said the child had suffered extensive injuries all over his body, to his front and back, arms and legs.

The wounds included bruises, welt marks and a scrape to his genitals, possibly caused by a fingernail, Newcomb said. The child also had significant swelling to his facial area, "enough to make your mouth drop when you looked at it," Newcomb said.

Neighbors who saw the child's battered body when Blount carried it outside reported seeing hair or fibers tied tightly around his penis, but homicide investigators disputed that Friday, saying a large clump of human hair found around his genitals was not tied. Police say they believe the hair is Blount's, but said DNA tests will be necessary to prove that.

Though police previously said there were bite marks on the boy's body, HPD investigator Tony Huynh said Friday that he didn't believe any bite marks were found. Sexual abuse also has been ruled out.

"Most of the injuries were very fresh, very new," Newcomb said. "We can only hope when this child sustained this massive skull fracture that death was instantaneous."

Jamie's biological mother, a 35-year-old Livingston woman, frequently let others care for the boy, Huynh said. The mother also has three other children who do not live with her. Police also have been told she is pregnant again, and one relative confirmed that report
