Louis is mentioned in this article published Sept 11, 2014 about a third man from Jenkins Co who has went missing this month. His name is Jesse Hendley, age 51. Also, missing is Joseph Jenkins, age 58. Foul play is not suspected in either of those cases.

A $20,000 reward offered for information about a man missing since September 2013 has led to no clues, Oglesby said.

L.C. Burroughs, 74, of Georgia Highway 23, disappeared after leaving home to get breakfast. The salvage yard owner's truck was found on his property with the door open and keys in the ignition, according to media reports.

Anyone with information on any of the missing persons is asked to contact Oglesby at (478) 982-1570.

Tomorrow makes one year that Louis has been missing.

The two sisters say one year out, the most difficult part is not having answers. All they know is that one year ago, their father came home, leaving his truck parked in front of the house with the keys still inside. "He was on the phone with someone and once he got here, he stated he saw someone and perhaps there could have been a scuffle," Steverson said...

Burroughs' daughters say they believe their father was taken from his home, or even worse, that he was murdered. "I believe that someone wanted him off of this property. The reason why, I do not know," Greene said.

"We think portions of it had to do with theft. It could have been about his land, too. People were watching his every move when he was in town," Steverson said.

JENKINS CO. (WTOC) -Remains found in Jenkins County could provide clues in a missing person's case somewhere else, but authorities won't say which one.
<snip>
“There was evidence found that made us believe that it could be related to the missing person in Bulloch County,” he said.
It looks like LE has clues to ruleout Louis with the Bulloch County comment in a couple different articles. I posted one in Victor Sweet's thread yesterday.

http://wjbf.com/2015/09/26/l-c-burroughs-two-years-later/

Red balloons filled the sky in Millen, Georgia as the family of Louis Charles Burroughs honored the memories they have of him. It’s been two years since he went missing. News Channel 6 spoke with the family at Saturday’s service.

L.C. Burroughs is a husband, father, uncle, and so much more. Two years later, his family is still grieving. Although, they have left it in the hands of God, they still want closure.

Details of Disappearance

Burroughs was last seen at his place of business, LC Burroughs Junkyard in the 4500 block of Highway 23 South in in Millen, Georgia, on September 26, 2013. That morning he did his usual routine. While he was talking with someone on the phone in the car, he arrived at the junkyard and the person he was talking to heard Burroughs arguing with someone else.

The call disconnected and Burroughs has never been heard from again. After his disappearance, his truck was found abandoned with the door open and the keys in the ignition.

Prior to his disappearance, Burroughs had said people had stolen batteries and car parts from his junkyard and he planned to inform the police. He disappeared before filing any reports, however, and it's unclear whether his going missing has any connection to the alleged thefts. He had also spoken about people who wanted to buy the junkyard from him. He didn't want to sell it and felt as if he was being pressured to do so.

Burroughs used to live in New York City, where he operated a restaurant. He and his family moved to Georgia in the 1970s and he ran a grocery store there before getting the junkyard. His case remains unsolved.
