Woman's head, found in lake, is only clue in her death

A woman's head found floating along the shore of a northern Washington County lake over the weekend is the only clue in the gruesome case, authorities said Monday.

The head was found Saturday morning on the north shore of Bone Lake in New Scandia Township, about 20 miles northeast of St. Paul. It is believed to be that of a white woman 25 to 32 years old who had been dead for two to four days.

The head was described as having dark hair in a short, "spiked" style, brown eyes and three holes pierced in each ear, but no earrings. Cause of death is unknown, said sheriff's Lt. David Heuer. Searches by divers and bloodhounds produced no more evidence.

Other police agencies have been notified of the case and investigators have compared the head against the descriptions of several missing women, Heuer said. All have been ruled out so far. An artist's drawing of the woman's face will be completed today and released to the public, he said. Anyone with further information is asked to call the Sheriff's Department at 439-9381.

A man who had recently bought property on the lake and was inspecting his purchase found the head and called authorities, Heuer said.

Meanwhile, St. Paul police are investigating a human foot that was found last night along the Mississippi River. It is too soon to tell whether there may be a link between the foot and the head found in Washington County, authorities said.

A human foot found in the Mississippi River has been tentatively linked to the head of a woman discovered more than 20 miles away, but authorities said Tuesday that they were no closer to learning the victim's identity or how she died.

Washington County deputies again searched around Bone Lake , where the head was found Saturday, and planned to make an aerial search, as well. But nothing else has been found, and sheriff's Capt. David Heuer said he doubted that the woman was killed near the lake , in New Scandia Township.

"It could have happened out of state and somebody transported her up here," he said.

Authorities yesterday released an artist's drawing of the victim, described as a white woman in her 20s or 30s, with brown eyes and dark brown to black hair in a short, multilayered style, "spiked" on top with a small pigtail in back. Three holes were pierced in each ear.

Investigators are seeking to match the victim with reports of missing women, but there are "hundreds to thousands" of them nationally, said Dr. Michael McGee, the Washington County medical examiner. "We desperately need to find out who this young lady is," he said. Anyone with information is asked to call the sheriff's office at 439-9381 or the medical examiner's office at 224-7627.

Investigators already have received many phone tips, Heuer said. Most callers have named missing women, and all have been ruled out so far.

Investigators also have determined that this case is unrelated to a headless torso recently discovered in Litchfield, Mo., Heuer said.

The left foot , found Monday evening on the east bank of the Mississippi near Pig's Eye Lake in St. Paul, was severed just above the ankle, McGee said. He estimated it as size 9 and added that not enough of the body has been recovered to determine the height or weight of the victim.

Authorities cannot be sure the head and foot are from the same person, but they believe they are because the foot appears to be that of a young white woman.

In addition, both the head and foot were severed very cleanly, possibly with the same sharp instruments, Heuer said.

St. Paul police and the Ramsey County sheriff's water patrol searched the area along Childs Rd. where the foot washed up, but found no other evidence.

A human foot fished from the Mississippi River on Monday apparently belongs to a woman whose head floated to the shore of a Washington County lake over the weekend.

``We are assuming they are from the same person,'' Ramsey County Medical Examiner Dr. Michael McGee said Tuesday. ``We sincerely hope so.''

Samples from the head and left foot of the unidentified woman will be DNA-tested to verify that they match.

McGee released a police artist's sketch of the woman to the news media in hopes someone will recognize her.

``I think it's pretty accurate,'' he said of the sketch. ``I think it (the woman's likeness) is going to be close to that.''

Without an identification, authorities are stymied in their efforts to investigate the woman's death.

``We must establish the identity of this lady,'' McGee said. ``That is the most important thing right now.''

Washington County sheriff's Capt. David Heuer agreed.

``There is not much more we can do until we find out who she is,'' said Heuer, chief of the sheriff's investigative unit. ``Right now, we have nowhere to go.''

McGee and Heuer said there is little doubt someone killed the woman, dismembered her and placed body parts in at least two locations.

``There is definitely a real sick person who did this,'' Heuer said, adding, ``it could be more than one person.''

A man walking along Bone Lake in Washington County noticed the woman's head floating just off the north shore near 238th Street and an old boat access ramp at about 9:30 a.m. Saturday. He called the Washington County Sheriff's Department.

Then, at about 8:40 p.m. Monday, a family fishing near Warner and Childs roads in St. Paul spotted the foot floating in the Mississippi River and called police.

Police conducted extensive ground and water searches for other body parts at both sites, but found nothing. An aerial search is planned later this week.

McGee said it appears someone killed the woman and disposed of her two or three days before her head washed ashore at Bone Lake, which is on the border of Chisago County a few miles east of Forest Lake.

The lake is about 30 miles from the site on the Mississippi River where the family found the foot. The two bodies of water are not connected.

McGee refused to say what type of instrument the killer might have used to dismember the woman. Police said Monday an extremely sharp blade cut cleanly through the woman's neck to the backbone, which had been sawed through.

The killer severed the foot above the ankle, McGee said. Police found red nail polish on the third and fourth toes of the foot, which the medical examiner estimated to be a size 9.

McGee said it is not possible to determine the woman's height or weight by viewing just her head and foot, so her overall size has not been determined.

Investigators described the woman as a brown-eyed, fair-skinned white in her 20s to 30s with multi-layered dark brown or black hair worn in a short, possibly spiked, cut with a pigtail.

Three small holes pierced each of her ears, indicating she wore multiple earrings. She also had several chin hairs.

The sheriff's department has received numerous calls reporting missing women, but none appear to be linked to the unidentified dead woman.

``They either have been located or haven't fit the description,'' said Sgt. Roy Childers. ``We haven't got one we're really zeroing in on yet.''

Police asked anyone with information about the woman to call Childers at 430-7823 or 439-9381.

It's been almost four weeks since the head of a woman was found floating along the shore of a lake in northern Washington County, but police are no closer to identifying the victim.

"We still have no idea of who she is," said Capt. David Heuer of the Washington County Sheriff's Department.

The county paid Video Transfer Studios of West St. Paul to produce a computer-enhanced photo of the woman's face, which was released Wednesday. Heuer said the photo was made because an artist's drawing released earlier was not detailed enough.

The photo was made from a videotape picture of the head. The image was touched up by computer to remove some of the effects of decomposition and produce a clearer picture of the face. It is the first time the county has used a computer-enhanced photograph.

The only tip police are now pursuing is a call they received early on June 21 from a man who said he killed the woman and left her body under the Mendota Bridge near the Minnesota River. Heuer said police searched for about eight hours that day before the river began flooding the area.

The caller said the woman was from Wisconsin and "he was sorry we didn't find the rest of her," Heuer said. The man called on a tip line, and police hope he will call back with a more specific location, Heuer said. He said that the call could be a prank but that the man "sounded real" and that the tip "is all we have."

Authorities have sent the woman's description, including descriptions of her dental work, to the National Crime Information Center and every police department in the five-state area. Her dental work is being compared with dental records in a computer bank. But so far, nothing has turned up.

"Washington state sent us a teletype saying they have 89 missing persons that fit her description, including 17 missing since the first of the year," Heuer said. He said seven other states responded, as well.

The Washington County medical examiner believes that the foot and head belonged to the same woman, partly because they were both cut cleanly, Heuer said.

DNA tests on tissue samples are being done to determine whether they came from the same victim. The woman was in her 20s or 30s, with brown eyes and short dark brown or black hair spiked on top with a small pigtail in back. Each earlobe had three holes pierced for earrings. The tests take four to six weeks to complete. Heuer asked anyone with information that might be related to the case to call 439-9381.
